To

Prevent Serial Murder Within a Certain Period of Time
The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
(1) This Act may be cited as the “Mass Murder Act”.
(2) This Act shall be enacted immediately upon its signage.

2 - Reasons
(1) Mass Murder is being committed and there are no additional punishments for doing so in order to punish this more severely criminals who commit multiple murders within a 24 hour time period will face accumulative charges depending on the number of offenders they commit.

3 - Revised Punishment
(1) Murder punishment shall be revised in the following way:
First offense: $100 fine + 10 minutes of jail time
Second offense: $150 fine + 10 minutes of jail time
Third offense: $200 fine + 10 minutes of jail time (2) Subsequent offenses: A minimum of $250 but maximum of $1,000 fine, a minimum of 20 minutes but maximum of 30 minutes of jail time. The case will be brought to court where if the offender cannot fulfill the monetary fine, a maximum of 30 more minutes of jail time can be applied at the court's discretion. Any further punishment is at the discretion of the court.
(2) Only applies to multiple killings within a 24 hour time period.
(3) Only applies to non-consented killings
