A
BILL
TO
Close the Rental Loophole

The people of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
  1. This Act may be cited as the “LDV Landlord Responsibility Act”
  2. This Act shall be enacted immediately upon its signage.
  3. This Bill was authored by Vice President LilDigiVert & Rep. Rurge
  4. Note: A similar bill was originally proposed a year ago by former Rep. xEndeavour.
  5. This Bill was co-sponsored by Sen. Muffins

2 - Reasons
Yeah, two-point-two for the Rafael Nadal
Don't act like you're happy for me now
Don't act like you wasn't prayin' for catastrophic collapses
Catalog is immaculate
Still runnin' the game, don't ask me about the practice
Ho, you go on vacation, don't ask me about relaxin'
Not sure if you know but I'm actually Michael Jackson
The man I see in the mirror is actually goin' platinum
Unthinkable when I think of the way these politicians been actin'
Yeah, I never did you nothin' and you play like we family, huh?
Next thing, you wanna shoot me down, it can't be love
Not sure where you was tryna send it, it can't be up
That day you sounded like a snitch, you fancy, huh?

3 - Reason
  1. There is currently a loophole that lets plot owners set their whole plot as a rental. This allows landlords to hoard empty plots while simultaneously being relatively immune to eviction.
  2. A year ago, opponents of this bill shot it down because there was a plot crisis. The issue doesn’t exist today and this loophole is actively hurting the city’s aesthetic without promoting small business growth.
  3. The landlords of those rentals do little to nothing to the plots and are currently not accountable for what happens (or doesn’t) on their property.

4 - Terms
(1) This bill will only apply to privately owned rentals.
(2) Landlord is defined as the person that appears as the landlord in /as info region and is the owner of the plot (commercial or industrial).
(3) Tenant is defined as the person that appears as “rented by” in /as info region.

5 - Responsibilities
(1) Landlords will be responsible for the following violations:
a. Eyesore violations
b. Empty plot violations
c. Lack of Progress
d. Non-compliance violations
e. Violation of Landlord Laws

(2). Tenants will be responsible for the following violations:
a. Inactivity violations
b. Non-compliance violations
c. Contains above-ground, visible farms.
