Affirm the Inter-Branch Communication Channels​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Inter-Branch Communication Act'.
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by ToadKing and PoS Omegabiebel.
(4) This Act has been co-sponsored by PoS OmegaBiebel.

2 - Reasons
(1) To formalise the existing communication channel between the Legislative and Executive branches of government.
(2) To include the Federal Reserve Bank in inter-branch discussions, given its critical role in economic policy.
(3) To provide statutory clarity on who may access this channel.

3 - Congress-Cabinet Channel
(1) The channel named "#congress-cabinet" shall be maintained on the DemocracyCraft Discord server.

(2) The following officials shall have access to the #congress-cabinet channel:
(a) The President of the Commonwealth;
(b) The Vice President of the Commonwealth;
(c) All Cabinet Secretaries;
(d) All Executive Officers, including the Chief of Staff, Executive Advisors, and Press Secretary;
(e) All Ambassadors;
(f) All members of the Federal Reserve Bank Board of Governors;
(g) The Speaker of the House of Representatives;
(h) The Deputy Speaker of the House of Representatives;
(i) All Representatives;
(j) The President of the Senate;
(k) The Deputy President of the Senate;
(l) All Senators.

(3) Communications in the #congress-cabinet channel are not subject to public disclosure requirements unless:
(a) The communication relates to matters that are otherwise required to be public by law, including but not limited to: Freedom of Information requests; or
(b) A majority of both chambers of Congress votes to declassify specific communications.

(4) No statement made in the #congress-cabinet channel shall constitute official legislative action, executive action, or binding policy unless separately enacted through the appropriate constitutional process.
