Amend the Executive Standards Act and the Constitution

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Inspector General Act.'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Senator xEndeavour
(4) This Act has been co-sponsored by Rep. TheReal42Person

2 - Reasons
(1) There needs to be an independent prosecutorial body which is able to prosecute members of the Executive. Redmont relies on having a justice system that is fair, open and accessible for everyone, no matter what position they hold in Government.

It is our job to ensure the system achieves the right balance -- helping the executive is held accountable without compromising an individual’s rights to fair treatment and a fair hearing.

3 - Inspector General
(1) There is established the position of the Inspector General of the Redmont Government (the Inspector General), who shall be nominated by the House of Representatives (majority) and confirmed by the Senate (majority).
(2) The Inspector General shall be the head of the Office of the Inspector General of the Redmont Government, which shall be a statutory body within the Department of Legal Affairs, but independent of the control and oversight of the Attorney General and the President.
(3) The Inspector General shall hold office for 4 months, in line with A Class Senate Elections, unless removed earlier by the Senate (Supermajority) for cause, such as misconduct, incapacity, or inefficiency.
(4) Functions and powers of the Inspector General
(a) Conduct audits, inspections, investigations, and reviews of the activities and operations of the Redmont Executive and its agencies, departments, and offices, in order to promote economy, efficiency, effectiveness, and integrity
(b) Receive and investigate complaints or information from any person concerning allegations of fraud, waste, abuse, mismanagement, or misconduct by any official or employee of the Redmont Government.
(c) Report periodically to the House of Representatives and the Senate on the findings and recommendations of the Inspector General, and on the progress of implementing corrective actions
(d) Cooperate and coordinate with other oversight bodies, such as the Department of Legal Affairs and Department of State in order to avoid duplication and enhance effectiveness
(5) The Inspector General shall have the following powers:
(a) to access any government-owned information, document, record, or property that is relevant to the performance of the Inspector General’s functions, and to require any member of the executive to produce or provide such information, document, record, or property;
(b) to enter and inspect any plot/building used by the Redmont executive, and
(c) to request and execute warrants that support their duties
(d) to prosecute any member of the executive for any matter that may constitute a criminal offence.
(e) to provide legal advice on the operations of the executive to the executive.
