CONGRESS OF THE
COMMONWEALTH OF REDMONT
A BILL TO
ADD BUFFS AND RELATED ITEMS TO THE LIST OF ILLICIT SUBSTANCES
The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1. Short Title and Enactment
(1) This Act may be cited as the ‘Incarcerate Buffing Act’
(2) This Act shall be enacted immediately upon assent.
(3) This Act has been authored by Rep Incarnation__, Rep Stanley592, Sen Raz0Baz0, Rep pricelessAgrari, and Rep RaiTheGuy07.
(4) This Act has been sponsored by Rep Incarnation__
(5) This Act has been co-sponsored by Rep RaiTheGuy07
(6) This Act amends the following acts:
(a) Criminal Code Act
(b) Criminal Terminology Act
2. Reasons and Intent
(1) The release of buffs with differing effects necessitates changes to how illicit substances are regulated as ordered.
(2) This Act aims to serve as a quick fix to illegalize buffs without adding too many mechanics that should be voted on in a separate bill
(3) The time for releasing a Buff Act is running out due to caretaking.
PART II — AMENDMENTS
1. Amendments to the Criminal Terminology Act
(1) Section 4 of the Criminal Terminology Act will be amended as follows:
4 - Illicit Substances
(1) Illicit Substances are to be defined as any substance deemed illicit through the amendment of this bill.
(a) The Department of Health must maintain a list on the Forums listing all illegal substances.
(i) Upon any new substances being deemed illicit, the Department of Health has one week upon the bills signage into law to update their list on the forums.
(b) The Following Substances are deemed illicit.
(i) Smile dip
(c) The following elixirs are hereby deemed illicit:
(i) Irish Shine Elixir
(ii) Fire Shine Elixir
(iii) Potato Shine Elixir
(iv) Carrot Shine Elixir
(v) Spirit Shine Elixir
(vi) Glow Berry Shine Elixir
(vii) Sweet Berry Shine Elixir
(d) The ingredients to produce these substances are not illicit.
(2) The following Substances will be categorized as Illicit Substances
(a) Substances categorized as Class I Buffs
(b) Substances categorized as Class II Buffs
(c) Substances categorized as Buff Components
(d) Substances categorized as Weaponized Buffs
(e) Substances categorized as Buff Seeds
(f) Substances categorized as Moonshine
(3) Substances will be put in the categories with the criteria set below:
(a) Class I Buffs:
(i) Primarily harmful to the player.
(b) Class II Buffs:
(i) Does not primarily harm the player and
(ii) Can cause harm or death.
(c) Buff Components are:
(i) Primarily used to create Class I Buffs or Class II Buffs and
(ii) Serves no other major purposes.
(d) Weaponized Buffs are:
(i) Illicit Substances that can be used to harm other players.
(e) Buff Seeds are:
(a) Seeds, saplings, or other plants that are used to grow either Class I Buffs, Class II Buffs, or Buff Components.
(f) Moonshine are:
(1) Elixirs that primarily cause harm or death to the player.
(4) The following substances will be categorized as Class 1 Buffs:
(a) Heroend
(b) Meepameepamine
(c) Smile dip
(d) Magic Dust
(5) The following substances will be categorized as Class 2 Buffs:
(a) Gork
(b) Cocatuk
(c) Mayflower
(6) The following substances will be categorized as Buff Components:
(a) Iodine
(b) Phosphorous
(c) Ethanol
(d) Magic Liquid
(e) Meepylamine Chloride
(f) Coco Leaf
(g) Copium Pod
(h) Glorpine
(i) Hyte
(j) Mercury
(7) The following substances will be categorized as Weaponized Buffs:
(a) Hypodermic Syringe (Meepameepamine)
(b) Hypodermic Syringe (Heroend)
(c) Hypodermic Syringe (Cocatuk)
(d) Hydrochloric Acid
(e) Sleepy Paper
(8) The following substances will be categorized as Buff Seeds:
(a) Morning Glory Seed
(b) Mayflower Sapling
(c) Copium Poppy
(d) Coco Seed
(e) Upperoni Plant
(9) The following substances will be categorized as Moonshine:
(a) Irish Shine Elixir
(b) Fire Shine Elixir
(c) Potato Shine Elixir
(d) Carrot Shine Elixir
(e) Spirit Shine Elixir
(f) Glow Berry Shine Elixir
(g) Sweet Berry Shine Elixir
(10) The ingredients to produce these substances, excluding the substances categorized as illicit in this bill, are not illicit.
2. Amendments to the Criminal Code Act
(1) Part VI of the Criminal Code Act shall be amended as follows:
1 - Minor Illicit Substance Possession
Offence Type: Summary
Penalty:
(a) Class 1 Buff - 3 Penalty Units; Seizure of illicit items.
(b) Class 2 Buff - 2 Penalty Units; Seizure of illicit items.
(c) Buff Components - 1 Penalty Unit; Seizure of illicit items.
(d) Buff Seeds - 1 Penalty Unit; Seizure of illicit items.
(e) Weaponized Buffs - 5 Penalty Units; Seizure of illicit items.
(f) Moonshine - 1 Penalty Units; Seizure of illicit items.
A person commits an offence if the person:
(a) possesses less than sixty-four of any illicit substances combined.

2 - Major Illicit Substance Possession
Offence Type: Summary
Penalty:
(a) Class 1 Buff - 15 Penalty Units; Seizure of illicit items.
(b) Class 2 Buff - 10 Penalty Units; Seizure of illicit items.
(c) Buff Components - 5 Penalty Unit; Seizure of illicit items.
(d) Buff Seeds - 5 Penalty Unit; Seizure of illicit items.
(e) Weaponized Buffs - 50 Penalty Units; Seizure of illicit items.
(f) Moonshine - 5 Penalty Units; Seizure of illicit items.
A person commits an offence if the person:
(a) possesses sixty-four or more of any illicit substances combined.

A person commits an offence if the person:
(a) possesses any quantity of an illicit substance.
3 - Illicit Substance Trafficking
Offence Type: Indictable
Penalty: Up to 100 Penalty Units; up to 60 minutes imprisonment; Seizure of illicit items.
Penalty:
(a) Class 1 Buff - Up to 250 Penalty Units; up to 60 minutes imprisonment; Seizure of illicit items.
(b) Class 2 Buff - Up to 100 Penalty Units; up to 60 minutes imprisonment; Seizure of illicit items.
(c) Buff Components - Up to 100 Penalty Units; up to 60 minutes imprisonment; Seizure of illicit items.
(d) Buff Seeds - Up to 100 Penalty Units; up to 60 minutes imprisonment; Seizure of illicit items.
(e) Weaponized Buffs - Up to 250 Penalty Units; up to 60 minutes imprisonment; Seizure of illicit items.
(f) Moonshine - Up to 100 Penalty Units; up to 60 minutes imprisonment; Seizure of illicit items.
A person commits an offence if the person:
(a) sells, distributes, or traffics any quantity of an illicit substance.
(b) brings illicit substances into Redmont with the intention of selling.

3 - Donation of Illicit Items
Offence Type: Summary
Penalty: 1 Penalty Units
A person commits an offence if the person:
(a) donates illicit weapons or substances to government donation chests.
4 - Buffing
Offence Type: Summary
Penalty: 5 Penalty Units; 5 minutes imprisonment
Penalty: 10 Penalty Units; 10 minutes imprisonment
A person commits an offence if the person:
(a) uses buffsWeaponized Buffs on another person without their consent or on an animal (pet, livestock, etc.) without the owner’s consent.

5 - Illicit Substance Production
Offence Type: Indictable
Penalty: Up to 250 Penalty Units; up to 60 minutes imprisonment; Seizure of illicit items.
A person commits an offence if the person:
(a) Plants Buff Seeds
(b) Creates Illicit Substances
(c) Grows Illicit Substances on a plot registered to their name.

PART III — TRANSITION
1. Transitional Procedure
(1) Illicit Substances, at the time of assent of this bill, may be turned over to the Department of Homeland Security for a period of 14 days. In return, Citizens may not be charged for any crimes relating to Illicit Substances until 14 days after assent of this bill.
