Create a Government Lottery ran by the Department of Commerce​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment

(1) This Act may be cited as the 'Government Lottery Act'

(2) This Act shall be enacted immediately upon its signage.

(3) This Act has been authored by Avaneesh2008.

(4) This Act has been co-sponsored by Representative Eenza.

2 - Reasons

(1) Add changes to the public lottery act to allow the DOC to better run a public lottery

3 - Repeals

(1) The Public Lottery Act is hereby repealed.

4 - Terms

(1) The Department of Commerce will be authorized to establish and run a public lottery under the following conditions.

(2) The Department of Commerce is authorized to contract private businesses to sell tickets in exchange for up to a 3% cut of the ticket sale.

(3) Each lottery will last for no longer than 1 week between the opening of ticket sales and the selection of winners.

(4) Winners will be collectively entitled to no less than 50% and no greater than 70% of ticket revenues of the lottery they win in. No more than 10% of tickets purchased may be awarded prizes.
(a) Only winning tickets of winners will apply to the 10% limit
Calculated profits from the lottery, after the payment of winners, will be deposited in the general government balance.

(5) Congress may appropriate funds from the lottery to directly fund a government program, department, or agency instead of going to the government balance.
(a) This may be done through an appropriations bill.
