Codify Fair Campaigning​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Fair Campaigning Act”
(2) This Act shall be enacted immediately upon its signage.
(3) This Bill was authored by Representative Westray and Vice President Hugebob23456.

2 - Purpose
(1) For far too long, candidates have taken advantage of new players ingame.
(2) The purpose of this bill is to establish formal laws and regulations for campaigning.
(3) This only applies to ingame campaigning, noting that unsolicited messaging on discord is prohibited by the rules.

3 - Do Not Contact List
(1) The “Do Not Contact” list shall be established to allow for players who do not wish to receive campaign messages to sign up to.
(2) This list will be established as a thread on the forums, in which players can reply with their ingame name.
(3) A player on the Do Not Contact list cannot campaign politically in any capacity. Evidence of doing so may be reported to the DOJ, and the player will be removed from the list and barred from it for one month. Repeat offenders may be permanently barred.

4 - Protections
(1) Candidates cannot campaign to players in channels that are not approved for campaigning.
(2) Candidates cannot campaign to players on the Do Not Contact list.
(3) Players can report this violation to the Department of Justice with a screenshot of their playtime or their name on the contact list, and the respective message directed towards them.

5 - Communication
(1) This act shall apply to ingame communication via messaging.
(2) This act shall apply to ingame local and whisper chat directed to the player.
(3) This does not apply to communication not directed at any player, such as advertisements, general statements, or talking to crowds.

6 - Illicit Campaigning
Campaigning to a player who is on the ‘Do Not Contact List’ or through a channel which is not approved for campaigning on any platform.
First Offence: $50 Fine
Second Offence: $200 Fine
Third Offence: $500 Fine + 10mins Jail
Fourth Offence: Up to $3000 in fines + 10mins Jail

First Offence: $200 Fine
Second Offence: $500 Fine + 10 Minutes Jail
Third Offence: Courts may order up to $3000 in fines + Removal from public office for a period no longer than 1 month.

Campaigning to a player with less than 4 hours of playtime or on the “Do Not Contact” list.
First Offence: Verbal warning + DOJ provides the necessary documentation to the player so the same mistake is not made again.

Second Offence: $200 Fine
Third Offence: $500 Fine + 10 Minutes Jail
Fourth Offence: Courts may order up to $3000 in fines + Removal from public office for a period no longer than 1 month.

AYE - Currently it is way too easy to accidentally trip up on this law, the removal from public office should be remove entirely however and instead fines scaled appropriately.

(1) The following act limits players Freedom of Political Communication which is a right guaranteed by the constitution.
(2) Allows non-government servers to support candidates.


3 - Enactments

(1) Amends Section 7 of the Fair Campaigning Act from: 'Campaigning to a player with less than 4 hours of playtime or on the “Do Not Contact” list or campaigning in a non-politics discord channel/ non-politics server related to DC.' to 'Campaigning by direct message to a player with less than 4 hours of playtime or on the “Do Not Contact” list or campaigning in a non-politics discord channel/ non-politics server related to DC without permission from the server owners. Whether a discord channel/server is political or non-political is up to the sole discretion of the owner of said channel/server.'

As of now, People can post their campaign ads in #politics, this can get annoying during a conversation there,

Whether a discord channel/server is political or non-political is up to the sole discretion of the owner of said channel/server.

Campaigning by direct message to a player with less than 4 hours of playtime or on the “Do Not Contact” list or in a non-campaign discord channel related to DC without permission from the discord owner. Whether a discord channel/server is political or non-political is up to the sole discretion of the owner of said channel/server.

(2) This Act shall be enacted immediately upon its signage.

2 – Purpose
(1) The political sphere of DC is an exciting and unique part of our server. It’s one of the cornerstones of our community and it’s the reason many join.
(2) Political participation may lead to an increase in new player retention. Politics is a good way to usher new players into the community.
(3) New players can’t be taken advantage of since their vote does not count for the first 12 hours of their playtime.
(4) The current law is duplicated and inconsistent.

4 – Amendments to Protections
(1) Candidates cannot campaign to players with less than 4 hours of playtime.
(1) Candidates cannot campaign to players in channels that are not approved for campaigning.
(2) Candidates cannot campaign to players on the Do Not Contact list.
(3) Players can report this violation to the Department of Justice with a screenshot of their playtime or their name on the contact list, and the respective message directed towards them.

5 – Amendments to Punishments
(1) Hereby adds to the laws:

Prevent Players on the Do Not Contact list from Campaigning

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:​

1 - Short Title and Enactment
(1) This Act may be cited as the “Hypocrisy Act”
(2) This Act shall be enacted immediately upon its signage.
(3) This Bill was authored by Representative Mhadsher101.
(4) This Bill has been cosponsored by Representative Rurge.

2 - Reasons
(1) A player on the Do Not Contact list should not be allowed to campaign, it is hypocritical for a player to campaign to others while not being allowed to be campaigned back to.
(2) Players may remove themselves from the list if they decide to campaign, so this bill does not restrict entering the political field.

3 - Amendments to the Fair Campaigning Act
