Make Extortion a Crime

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Extortion Act of 2023”.
(2) This Act shall be enacted immediately upon its signage.

2 - Reasons
(1) Extortion as of right now falls under different crimes that lawyers have gather in order to make an extortion claim. I want that to be a separate crime altogether.
(a) Of course, other crimes may be committed when someone is committing an act of extortion, however, extortion itself should be an illegal crime.

3 - Offenses

(1) Lesser Extortion
(i) Classification: Summary Criminal Offense
The act of:
a.) Threatening or using force against someone, or claiming official right to make someone do something when one does not have the right to do it;
b.) Intending to make the victim give you something valuable or perform an official act for you through threatening, harm or general endangerment;
c.) Forcing the victim to consent to giving you something of value or performing an official act; and
d.) Directly forcing the victim to give you something of value or perform an official act.
At a value of $5,000 or less.
First offense: $100 + 5 minute jail time + immediate return of the valuables/money extorted (if applicable)
Second offense: $300 + 10 minute jail time + immediate return of the valuables/money extorted (if applicable)
Third offense and beyond: $500 + 15 minute jail time + immediate return of the valuables/money extorted (if applicable)

(2) Greater Extortion
(i) Classification: Indictable Criminal Offense
The act of:
a.) Threatening or using force against someone, or claiming official right to make someone do something when one does not have the right to do it;
b.) Intending to make the victim give you something valuable or perform an official act for you through threatening, harm or general endangerment;
c.) Forcing the victim to consent to giving you something of value or performing an official act; and
d.) Directly forcing the victim to give you something of value or perform an official act.
At a value of >$5,000.
Minimum Sentence: 10% of the value of valuables/official acts as determined by the Judge + 10 minutes jail time + immediate return of the valuables/money extorted (if applicable)
Maximum Sentence: 20% of the value of valuables/official acts as determined by the Judge + 60 minutes jail + immediate return of the valuables/money extorted (if applicable)

(3) Ransom of Infrastructure Extortion
(i) Classification: Indictable Criminal Offense
The act of using one’s power/influence to disable a necessary function/infrastructure in order to extort money, whether real life or in game.
It is considered Ransom of Infrastructure Terrorism when the extortion via disabling infrastructure adversely affects 10 or more players.
The judge may sentence from:
Minimum Sentence: $1000 + 20 minutes jail + the immediate return of the money extorted (if applicable)
Maximum Sentence: $5,000,000 + 60 minutes jail + the immediate return of the money extorted (if applicable),
depending on how severe the infrastructure disabling adversely affected players and how long the effects lasted.
