Executive Order 63/26 - Wild Town Recognition​





By the authority vested in me by the Redmont Constitution
I, Anton Fontaine, President of the Commonwealth of Redmont, do declare the following under this Executive Order:

Whereas, a "President may issue and revoke Executive Orders to ensure good governance of the server" (Const. 24(5));

Whereas, the Wilderness and Alexandria Act (WAA) Part III, §1(A) enables the President to "recognize or revoke the recognition of a Wilderness Community by Executive Order" and to "delegate this power to members of the DoS or Vice President;"

Whereas, WAA Part III, §1(B) enables the President to "create criteria to obtain recognition" and to "delegate this power to members of the DoS or Vice President;"

Whereas, WAA Part IV, §2(A) enables the President to "propose agreements to Foreign Entities;"

Whereas, WAA Part V, §2(B) advises the President and the Department of State to recognize active Wilderness Communities;

Whereas, Mironia, Queendom and Mountain are established communities in the Wilderness that merit official recognition;

Section 1. Preliminaries

1. The purposes of this Order are:
a. to establish requirements for Wilderness recognition;
b. to recognize the initial Wilderness Communities named in Section 5; and
c. to confirm that recognized Wilderness Communities are Foreign Entities under the WAA, opening the way for Informal Agreements and other diplomatic relations with them.

2. For the purposes of this Order, the following definitions shall apply:
a. Wild Town. Any self-established group of players who live in the Wilderness and identify as a collective, as described in WAA Part I, §4(B), and which does not have to be recognized by Redmont.
b. Wilderness Community. A Wild Town that has been recognized by Redmont, either through the process defined in this Order or by Section 5 of this Order.
c. Informal Agreement. An agreement as defined in WAA Part I, §4(G).

3. Nothing in this Order appropriates any spending, nor forces any Wilderness Community to take any action.




Section 2. Recognition Requirements

1. The Department of State shall maintain a public list of all recognized Wilderness Communities.

2. The Secretary of State or a Deputy Secretary of State, with approval from the President, may recognize a Wild Town as a Wilderness Community.

3. The Department of State shall inform the President when they believe a Wild Town should be recognized as a Wilderness Community.

4. A Wild Town may apply to the Department of State for recognition once it meets all of the following requirements:
a. At least 20 members who have each been active for more than 6 hours in the last 30 days;
b. At least 10 separate builds, including a town center;
c. At least 60% of the town's land claimed by its members; and
d. A record of remaining peaceful towards Redmont and other Wild Towns.

5. The Department of State should also consider the economic and cultural significance of a Wild Town before recommending it for recognition.

6. The President, at any time, may skip the requirements set in this Order and designate a Wild Town as a Wilderness Community.




Section 3. Obligations

1. Upon recognition, a Wilderness Community will be listed under a Department of State thread on the forums.

2. Every two calendar months after their recognition, a Wilderness Community must file a report to the Department of State showing that they have continued to meet the requirements set out in Section 2(4) of this Order.

3. Should a Wilderness Community fail to file the report in time or fail to meet the requirements in Section 2(4) of this Order, the Department of State shall automatically remove the Wilderness Community's recognition.
a. The Department of State may grant a reasonable extension to file the report.

4. The Secretary of State or a Deputy Secretary of State, with approval from the President, may remove a Wilderness Community's recognition at any time for any reason.

5. The President, at any time, may skip the requirements set in this Order and remove a Wilderness Community's recognition.

6. Any recognized Wilderness Community may, at any time, create a Department of State ticket seeking removal of their recognized status. In this scenario, the Department of State will not need Presidential approval to remove the Wilderness Community's recognition.

7. As provided by WAA Part III, §1(c), when recognition is removed, the community's envoys, Embassy plots, and Informal Agreements are revoked.




Section 4. Diplomacy

1. The Vice President shall oversee all relations and diplomacy efforts with Wilderness Communities. Should that office be vacant, or should the President so direct, the Secretary of State, a Deputy Secretary of State or the President shall do so instead.

2. A Wilderness Community cannot enter into any treaty with Redmont, and does not automatically enter into an Informal Agreement upon recognition.

3. A Wilderness Community shall receive no penalty for refusing to engage in diplomatic efforts from the Commonwealth.

4. The Vice President, the Secretary of State, or a Deputy Secretary of State, with approval from the President, or the President directly, may engage in diplomatic relations with Wilderness Communities, including making Informal Agreements.

5. Recognized Wilderness Communities are Foreign Entities under the WAA. Nothing in this Order appoints any Envoy or establishes any Embassy.




Section 5. Instant Recognition

1. Pursuant to WAA Part III, §1(a) and Section 2(6) of this Order, the following Wild Towns shall immediately be designated as Wilderness Communities:
a. The Wild Republic of Mironia, also simply known as "Mironia;"
b. The Dominion of Queendom, also simply known as "Queendom;"
c. The City of Mountain, also simply known as "Mountain."

2. The requirements in Section 2(4) are waived for the communities named in this Section for their initial recognition.

3. The Department of State shall add each community named in this Section to the public list required by Section 2(1) within seven (7) days of this Order taking effect.

4. The first report required of each community under Section 3(2) is due two (2) calendar months after the date of this Order.




Section 6. Implementation

1. This Executive Order shall take effect immediately upon its signing.
