Executive Order 54/26 - Clemency for Murder Charges Arising from the July Strike
By the authority vested in me by the Redmont Constitution
I, Theory Fontaine, President of the Commonwealth of Redmont, do declare the following under this Executive Order:

Whereas, the President is vested with the power to grant pardons, being "a lawful order to overturn a criminal charge, providing clemency on a charge to an accused player" (Const. 49).
Whereas, a pardon must be retrospective to a charge and issued in the form of a signed document released to the public, and this Order is so issued.
Whereas, during the events of July 2026 the Commonwealth experienced a period in which the Criminal Code Act stood repealed, law enforcement applications were closed, the courts were on administrative leave, and the ordinary machinery of justice did not function.
Whereas, in those conditions a great many citizens acted on the widely held and publicly stated understanding that no criminal law was in force, and did so in circumstances of confusion rather than malice.
Whereas, murder is a charge widely incurred across the Commonwealth, whether by accident, by roleplay, or in the disorder of those days, and it would be neither just nor practical to pursue the whole community for conduct committed in a legal vacuum the community did not create.
Whereas, such charges hinder employment, licensing, and full participation in the life of the Commonwealth long after the events that gave rise to them have passed.
Whereas, the Criminal Code Act has this day been restored, and the Commonwealth now moves forward under a functioning criminal law.
Whereas, this administration was elected on the promise of reconciliation, and reconciliation requires that ordinary citizens be released from the consequences of a breakdown that was not of their making.
Whereas, clemency for ordinary citizens is not impunity for those who abused public office or public money, and nothing in this Order is intended to shield such conduct.

Section 1. Scope
1. This Order applies only to the offences of Murder, Attempted Murder, Mass Murder, and Assault.
2. This Order applies only to such offences arising from acts committed during the Strike Period, being the period beginning 16 July 2026 and ending on 31 July 2026 upon the enactment of the restored Criminal Code Act.
3. A pardon under this Order overturns the relevant charge and directs the removal of any associated wanted points and records.
Section 2. Clemency
1. All charges within the scope of Section 1 are hereby pardoned.
2. The Department of Justice and the Department of Homeland Security shall action this clemency promptly upon signage, removing the associated charges, wanted points, and records.
3. Any fine paid or imprisonment served in respect of a charge pardoned under this Order shall not be reimbursed, save where a court orders otherwise.
Section 3. Limitations
1. This Order does not pardon Contract Murder, nor any offence committed against a person by reason of their public office, nor any conduct constituting Treason, Abuse of Power, Fraud, or Embezzlement.
2. This Order does not extinguish any civil liability, nor any claim for restitution, arising from the conduct pardoned.
3. This Order does not apply to conduct committed on or after the enactment of the restored Criminal Code Act, and shall not be construed as establishing any expectation of future clemency.
Section 4. Implementation
This Executive Order shall take effect immediately upon its signing.
