Executive Order 52/26 - Fishing Job Review and Reform
By the authority vested in me by the Redmont Constitution
I, Theory Fontaine, President of the Commonwealth of Redmont, do declare the following under this Executive Order:

Whereas, a "President may issue and revoke Executive Orders to ensure good governance of the server" (Const. 24(5)).
Whereas, the Department of Education oversees the trades and professions of the Commonwealth, including the fishing job.
Whereas, the fishing job presently operates by participants catching fish and selling them to a non-player character, after which the fish are removed from the game.
Whereas, this design draws directly and continuously on the government treasury, costing the Commonwealth approximately $3,500,000+ during the month of June alone.
Whereas, the current design offers limited depth or lasting engagement for the players who participate in it.
Whereas, a more sustainable and engaging fishing job would benefit both the finances of the Commonwealth and the experience of its people.
Whereas, Section 29(1)(b) of the Constitution provides that Secretaries are responsible for "creating and amending departmental policy in accordance with the President's direction."

Section 1. Purpose
The purpose of this Executive Order is to direct the Department of Education to review the fishing job and to develop a redesigned or adjusted job that reduces its cost to the treasury while offering greater depth to the people of Redmont.
Section 2. Review and Reform of the Fishing Job
1. The Secretary of the Department of Education is directed to review the fishing job and the manner in which it is administered.
2. Within seven (7) days of this Order, the Secretary shall submit to the President one or more proposals for a redesigned or adjusted fishing job that, at a minimum, seek to:
a. reduce or eliminate the direct, ongoing cost of the job to the government treasury;
b. introduce greater depth and player engagement beyond selling the catch to a non-player character;
c. create meaningful uses or markets for caught fish within the economy, rather than their removal from the game; and
d. maintain accessibility for new and casual players who rely on the fishing job.

3. In conducting this review, the Secretary may consult the Department of Commerce and the Department of the Interior on matters within their respective remits.
4. Following the President's review of the proposals, the Secretary shall amend departmental policy as necessary to implement the approved reforms, in accordance with Section 29(1)(b) of the Constitution.
Section 3. Implementation
This Executive Order shall take effect immediately upon its signing.
