Executive Order 15/26 - New Player Starting Balance
By the authority vested in me by the Redmont Constitution and Section 15 of the Taxation Act
I, Technofied, President of the Commonwealth of Redmont, do declare the following under this Executive Order:

Whereas, Section 15 of the Taxation Act vests the President, acting with the advice of the Secretary of Commerce, with the authority to set the starting balance provided to players joining DemocracyCraft for the first time, and the source from which that balance is drawn.
Whereas, a starting balance should provide new players with the means to engage meaningfully with the economy while incentivising productive participation in the Commonwealth.
Whereas, allocating portions of the starting balance to civic and economic milestones encourages new players to integrate into the Commonwealth and reduces one-off payments to inactive players.

Section 1. New Player Starting Balance
1. The starting balance provided to a player joining DemocracyCraft for the first time shall be set at $900.
2. The starting balance shall be paid in three equal instalments of $300:
a. $300 paid to the player upon joining DemocracyCraft for the first time;
b. $300 paid to the player upon acquiring a Passport from the Department of State; and
c. $300 paid to the player upon acquiring a Trade or Profession job from Redmont University
3. Each instalment shall be paid only once per player and only after the first occurrence of the relevant milestone.
Section 2. Source of Funds
1. All instalments of the starting balance shall be drawn from the DCGovernment balance.
Section 3. Implementation
1. The Department of Commerce shall coordinate the implementation of this Executive Order with the relevant administrative authorities.
2. The Department of State shall cooperate with the Department of Commerce to ensure the instalment under Section 1(2)(b) is paid promptly upon the issuance of a Passport.
3. Executive departments shall cooperate with the Department of Commerce in the implementation of this Executive Order.
Section 4. Enactment
1. This Executive Order, and the change to the starting balance it effects, shall apply immediately upon its signage.
2. This Executive Order has been issued with the advice of the Secretary of Commerce in accordance with Section 15(1) of the Taxation Act.
