By the power vested in me by the Redmont Constitution, I, Twixted, President of the Commonwealth of Redmont, do declare the following under this Executive Order:

Establishment and Duration
The Presidential Commission on Urban Planning and Development is established effective April 1, 2023 within the Cabinet of Redmont. The Commission is to remain active for no longer than 45 days following its establishment, given no extension of a maximum of 14 days has been requested by both Co-Chairs.

Reasons
Reveille was developed behind closed doors without much input from the public. The city's layout was pre-planned from the city's inception, failing to account for natural patterns of development. Buildings were transferred from Hamilton without regard for their surroundings, eliminating much of the character that existed within the neighborhoods (outside the CBD) in which they were placed before.

We are only beginning to see the consequences from these oversights in transparency and the lack of a unified development plan. With some buildings resembling desolate islands in seas of empty plots, irregular plot boundaries discouraging proper development, and an awkward layout that makes it just a bit more difficult to get around, there is no better time to act and begin to rectify these growing issues - this time, with greater input from members of the general public.

Membership
The Commission is to consist of seven (7) members appointed by the President.
  • The President may appoint no more than two (2) members to serve as Committee Co-Chairs, who will lead discussions on these issues, as well as the development of the Final Report.
  • While anyone is eligible to serve on the Committee, players with relevant background and interest in urban planning and community policy are to be given priority consideration for appointment.
  • The Secretary and Deputy Secretary (or Secretaries, should there be more than one) of the Department of Construction & Transport are to serve as ex-officio members of the Committee.

Mission
The Commission is tasked with soliciting public input, identifying issues, and providing expert guidance and potential solutions to officials, particularly officials in the Department of Construction & Transport (DCT), on matters relating to urban planning and community development.

Public Involvement
The Commission must solicit feedback from the general public on urban planning and community development issues through any of the following methods at least once per week: survey, in-game outreach, Discord outreach. The Commission must also issue a bi-weekly progress report on their work to the general public. Members of the Commission will be provided with access to the Cabinet's means of distribution for press releases to conduct their work.

Final Report
The Commission must issue an extensive final report prior to its dissolution outlining any issues identified with regards to urban planning and community development in Reveille, any potential solutions, and any and all recommendations provided, including case studies. Additionally, the Commission must provide recommendations on what can be included in a future master development plan for Reveille and a conclusion that summarizes all identified issues and the work done to determine solutions.

Recommendations from the Commission are not legally binding.
