Create protected ethnic groups.

The people of Democracy Craft, through their elected representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:


1 - Short Title and Enactment
  1. This Act may be cited as the ”End Xenophobic Hate Speech Act”.
  2. This Act shall be enacted immediately upon its signage.
  3. This Act was co-sponsored by Representative Trentrick Lamar

2 - Purpose
  1. The purpose of this bill is to create protected ethnic groups, which will be free from discrimination and prejudice.

3 - Groups Which are Protected
  1. The protected groups are as follows:
    1. Canadians
    2. Californians
    3. Raccoons
    4. Europeans
  2. There will also be a blanket protection for people based on their:
    1. Ethnicity
    2. Gender Identity
    3. Nationality
    4. Race
    5. Sexuality


4. Definition of Protection and Hate Crime
  1. Protected ethnic groups will be shielded from discrimination and prejudice based on race and nationality. Any discrimination based on the properties listed previously will be classified as a hate crime.
  2. A hate crime isn't saying something bad about one of these groups (i.e. Canadians suck), but saying something bad with the intent of malice (i.e. Canadians should be shot into their own graves).

5. Punishments for Hate Crimes
  1. First offence: $20 Fine
  2. Second offence: $40 Fine
  3. Third offence: $100 Fine
  4. Note: Fines double per each offence after the third.

7. Final Note:
  1. Any congressperson against this bill will inadvertently be committing a hate crime and possibly faces mass litigation from the Canadian Union & affected parties.
  2. Even though there is a toxicity warning, these groups still rightfully deserve legal protection.
 
Currently abstaining due to my belief this is covered under such section of the constitution of rights and freedoms:


XI. Freedom of Peaceful Assembly.

XII. Freedom of Association.

XIII. Every citizen is equal before and under the law and has the right to equal protection and equal benefit of the law without unfair discrimination and, in particular, without unfair discrimination based on political belief or social status.

XIV. Every citizen has the right to life, liberty, and security of the person and the right not to be deprived thereof except in accordance with the principles of fundamental justice.
 
Nay - I believe this falls under staff jurisdiction, not government and by codifying it into law it will cause jurisdictional disputes on how people should be punished for breaking rules.
 
Decide to Nay agree with statement made by Rep. Krix and still seeing the constitutional protection anyway.
