CONGRESS OF THE
COMMONWEALTH OF REDMONT




A BILL TO
SET A QUORUM FOR EMERGENCY MEETINGS




The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:


PART I - PRELIMINARIES

1. Short Title and Enactment


(1) This Act may be cited as the “Emergency Quorum Act” or the “EQA”.
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by EmeraldGuuy Lemonsnout
(4) This Act has been co-sponsored by HatmanMC
(5) This Act amends the following acts:

(a) Legislative Standards Act

2. Reasons and Intent

(1) A lot of the time, members of Congress are available on Discord but not online on Minecraft.
(2) During times when a meeting must be held, yet quorum (6) is not reached, the House of Representatives cannot hold a meeting.
(3) This bill makes it so a “Motion to Convene”, if passed with a simple majority (6) on Discord in just the House, lowers quorum to 4, and if the Speaker of the House and the Deputy Speaker are not available, then the Speaker of the House may choose a Representative to host a meeting.
(4) This bill makes it so a “Motion to Convene”, if passed with a simple majority (4) on Discord in just the Senate, lowers quorum to 3, and if the President of the Senate and the Deputy President are not available, then the President of the Senate may choose a senator to host a meeting.

PART II - AMENDMENTS

(1) Part 11 of the
Legislative Standards Act shall be amended as follows:

(16) Motion to Convene

(a) This motion is separate in each chamber, and a majority in one chamber results in the following (House):

(i) The quorum for a meeting is lowered to 4.

(ii) If the Speaker of the House or Deputy Speaker of the House are not available, then the Speaker, or Deputy Speaker, if the Speaker is not available on Discord, may appoint a representative to be the Presiding Officer for the meeting’s term.

(iii) The above must be performed on Discord.

(iv) The meeting can vote on no bills if a majority of representatives are not attending.

(v) If a majority of representatives (6) is reached then the House may vote on 5 bills at most, all other time should be dedicated to discussion.

(b) This motion is separate in each chamber, and a majority in one chamber results in the following (Senate):

(i) The quorum for a meeting is lowered to 2, but the Vice President must also attend.

(ii) If the President of the Senate or Deputy President of the Senate are not available, then the President of the Senate, or Deputy President of the Senate may appoint a senator to be the Presiding Officer for the meeting’s term.

(iii) The above must be performed on Discord.

(iv) The meeting can vote on no bills if a majority, or half, of senators are not attending.

(v) If a majority of senators (4), or half (3), is reached then the Senate may vote on 5 bills at most, all other time should be dedicated to discussion.

(c) A Motion to Convene must be voted on Discord and must receive a simple majority of senators in the their respective chambers.

:nay: - A coalition with less than quorum could convince someone to accept a Motion to Convene and then pass bills with less than quorum even if the convinced person doesn't agree.
I recommend an amendment that lets someone stop/undo the Motion to Convene by retracting their approval of the Motion to Convene, if the remaining approvals for a Motion to Convene is lower than quorum or something like that then its cancelled and the last bill voted or the bills specified by the retractor. Appreciate if someone can help me word out in legalese what I mean.
