Fix the constitution to prevent another government shutdown in times of emergency
The citizens of Oakridge, through their elected Representatives in the Town-Council and the force of law ordained to that Town-Council by the people through the constitution of Oakridge, do hereby enact the following provisions into the by-laws:
1 - Short Title and Enactment
(1) This Act may be cited as the 'Emergency Constitutional Fix Act.'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by: Mayor and Councillor asdertplays
(4) This Act has been co-sponsored by: Councillor Hello1341
2 - Reasons
(1) Due to resignations on the back of the 16/7 strikes, the town was left with no Mayor or Chief of Staff for multiple days, without any way to end the strikes until a vote could take place
(2) In times of crisis, the ability to quickly react is important, and the town was forced to be on strike longer than necessary
3 - Amendments
(1) The Town Constitution is amended as follows:

Section VII:
The Chief of Staff serves as a spokesperson and clerk for the town and is nominated by the Mayor and must be approved by the Town Council with a majority vote of approval. The Chief of Staff serves a term that is concurrent with the Mayor of Oakridge.
In the event that the Chief of Staff position is unfilled, and either (a) The mayor is unavailable for a period of at least 3 days, or (b) The position of Mayor is vacant, any town councilor may nominate a new Chief of Staff in place of the Mayor
The Chief of Staff bears the following responsibilities:
(i) Holding press briefings on behalf of the Town Government.
(ii) Facilitating voting on bills proposed by the Town Council, and ensuring their timely passage.
(iii) Assisting the Town Council and the Executive with their duties.
(iv) Cast a tie-breaking vote if a tie occurs in a vote among the Town Council.
