Protect New Player Economy
The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
PART I — PRELIMINARIES
1 - Short Title and Enactment
(A) This Act may be cited as the “Economy for New Players Act (ENPA)”.
(B) This Act shall be enacted immediately upon its signage.
(C) This Act has been authored by Representative Gluonmaster.

(F) This Act amends the following act:
(i) Criminal Code Act
2 - Reasons
(A) There are two forces that normally control prices, supply and demand. When the Jaron Wave recedes, demand will lessen, however supply will maintain. That means prices for items should theoretically drop a lot. For certain items which already are oversupplied such as minerals or crops, this could be a major issue.
(B) There are certain items that new players rely upon trading since they lack opportunities to join governmental departments or trade in more high end items. These items are essential minerals and crops. However, veteran players often overproduce these items, causing price drops, thus causing new players to be stuck in poverty.
(C) This act seeks to address these issues of low prices by putting down price controls that prevent Veteran Players from bulk trading cheap essential minerals or crops. New players will continue to be able to trade in cheap crops as well as essential minerals since this act is meant to serve them.
(D) These price controls will only be enforced within Redmont and thus not impact the Wilds. The Wilds will remain a bastion for cheap goods.
PART II — Contents
3 - Amendments to the Criminal Code:
(1) PART VII: CORPORATE OFFENCES of the Criminal Code Act shall have the following appended at the end of PART VII:
"
32 - Hurting New Players with Low Prices
Offence Type: Indictable
Penalty: Up to 200 Penalty Units; Up to 10 minutes imprisonment
A person commits an offence if the person:
(a) with a total playtime of 10 days or more, has been reasonably warned about this act, is active on the platform where the low price bulk sale on essential minerals or crops is, and yet does not remedy their price as detailed by the Economy for New Players Act.
(i) this act does not apply for chest shops in the wilderness.

4 - Definitions:
(1) A low price is defined as any price which treats a individual item's value as being less than $1.
(2) A bulk sale includes any of the following...
(a) When a chest shop is selling a item and has a stockpile of more than 64 of a item;
(b) If a public or private offer is selling more than 64 of a item.
(3) A essential mineral under this definition is defined as being one of the following items: iron ore, iron ingot, diamond, redstone, lapis lazuli, or coal.(4) A crop is defined as what is harvested from a seed item, however, seed items are not considered crops for the purpose of this definition.
(5) A "reasonable warning" for the purpose of this act means that if the average person was informed in the way the accused was informed, they would know that this act exists and they could potentially be found in violation of it.
(a) If someone was informed a long time ago about this act, where a average person could forget it existed, then that's not considered a reasonable warning.
(6) The phrase "is active on the platform where the low price bulk sale on essential minerals or crops is" for the purpose of this act means:(a) If the low price bulk sale is happening through a chestshop, then the platform is ingame.
(b) If the low price bulk sale is happening through discord, then the platform is on discord.
(c) If the low price bulk sale is happening through any other online place, then the platform is on that online place.
