Hold Congress Accountable and Amend the Constitution​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the "Dwight’s Accountability Booster Act"
(2) This Act shall be enacted immediately upon its signage.
(3) This Act is authored by Westray
(4) This Act is co-sponsored by Senator Trentrick_Lamar


2 - Purpose
(1) Every term the House deals with inactivity issues - whether it is Representatives failing to play ingame or Representatives failing to discuss or propose bills.
(2) In The Office, Dwight proposes an Accountability Booster in the episode titled “Doomsday” in order to boost productivity and prevent malfeasance in the office. This can be applied in a different way to the House.
(3) Understanding that keeping 12 hours throughout the term may be unrealistic for some Representatives due to personal matters, this bill gives a low 4 hours ingame, that can be potentially increased over time.
(4) Ingame inactivity means punishments. Bill proposal inactivity means ineligibility on reelection.

3 - Ingame Activity Requirement
(1) Representatives must maintain 4 hours of playtime within the last 30 days.
(2) Senators must maintain 4 hours of playtime within the last 30 days.

4 - Career Activity Requirement
(1) Representatives must propose at least 4 bills in their term.
(2) Senators must cosponsor at least 2 bills in their term.

5 - Punishment
(1) Congress shall hold a vote in both chambers to censure a Representative or Senator if they fall below the requirements set out in Section 3.
(2) If a Representative or Senator is censured two or more times for inactivity with proof of failure to meet the requirements in Section 3 provided, they can be removed via the regular legislative process for removing a member of Congress.

6 - Reelection Amendment
(1) Any Representative or Senator that does not meet the requirements set out in Section 4 is not eligible to run in the following election.
(2) This bill hereby adds to the Constitution under Elections for the House of Representatives Requirements: “If the candidate was elected last term via a general election, they have proposed at least 4 bills in the last term.
(3) This bill hereby adds to the Constitution under Elections for the House of Senators Requirements: “If the candidate was elected last term via a general election, they have co-sponsored at least 2 bills in the last term.
