GIVE MONEY TO THE DHS, BECAUSE THEY SOMEHOW NEED IT

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

PART I — PRELIMINARIES

1. Short Title and Enactment

(1) This Act may be cited as the ‘DHS Emergency Appropriations Act’

(2) This Act shall be enacted immediately upon its signage.

(3) This Act has been authored by DPOS _GreyMC.

(4) This Act has been sponsored by Deputy Speaker EmeraldGuuy.

(5) This Act has been co-sponsored by DPOS _GreyMC, Senator Stanley582, Representative Dogen851, Representative lovepurplepoodle, and Representative rhein_FM.

(6) This Act amends the following acts:

(a) Appropriations Act - SEP 2026

2. Reasons and Intent

(1) Somehow, the DHS ran out of money. This is bad. Detectives need payment.

(2) The Presidential Reserve was used to fund the DHS, so we are topping it off.

PART II — AMENDMENTS

3. Appropriations Act

(1) Appropriations Act - SEP 2026 Part II, Section 4(2) shall be amended as follows:

(2) Appropriations Act - SEP 2026 Part II, Section 5(1) shall be amended as follows:

(1) The President will have a discretionary fund for the purposes of appropriating to executive departments as required. This reserve is set at: $500,000750,000.

The DHS Emergency Appropriations Act amends the Appropriations Act for September 2026 in two places. The Department of Homeland Security's line in Part II, §4(2) rises from $400,000 to $1,200,000, and the Presidential Reserve in Part II, §5(1) rises from $500,000 to $750,000. The Department exhausted its September line partway through the month. Its outgoings are mostly commissions to its officers, which are payable as Congress has set them and rise with activity, and the line was set below what a busy month costs. I drew on the Presidential Reserve under §5(1) to keep the Department's officers paid while Congress considered this Bill. Congress has now funded the Department for the balance of the month and put the reserve back where it needs to be. That is the right response, and it came quickly.

I record the following for Congress and for the Office of Congressional Affairs. These are not conditions of my assent.

1. The Bill changes two figures and nothing else. Every other line of the Appropriations Act continues to read as enacted. If the Act carries a summary total, it should be read as increased by $1,050,000 in consequence, since the itemised lines control.

2. The draws I made from the Presidential Reserve to the Department before this assent were made under §5(1) as it then stood and are not disturbed by this Act. The new reserve figure is the appropriation for the month, and the sums already drawn count against it.

3. A department whose spending is commission-driven will run short whenever a flat monthly line is set from a quiet month. The next Appropriations Act should size the Department's line to its commission bill, and the Department should report its commission spend to Congress monthly so that the line can be set from evidence rather than from the previous Act.

4. This is the last appropriation I expect to sign as President. I would have preferred it not be an emergency one, but an emergency that Congress fixes inside a week is the system working.

Accordingly, I assent to this Bill, and it is enacted as law.
