Set Rules on Departmental Material Spawning
The Federal Reserve Bank, under the power given by the Federal Reserve Act, enacts the following provisions
1 - Short Title and Enactment
- This policy may be cited as the ‘Departmental Spawning Policy’’
- This policy shall be enacted immediately upon its signage by the Federal Reserve Governor.
- This policy has been authored by inceee.
- DCT shall have the power to spawn blocks through the execution of pastes in accordance with this policy.
- Material cost shall mean the first two full pages (13 block types, excluding air) from //distr output for the structure to be pasted.
- Blocks shall include liquids.
- Blocks in a structure shall be counted as every non-air block.
- Blocks despawned as part of a paste shall count as if they were provided.
- Blocks provided up front shall mean material cost supplied to DCT prior to paste execution. The paste requester must provide electronic proof (e.g. screenshots) of the materials provided in the paste request application for FRB verification. The DCT personnel must verify the blocks in the electronic proof.
- This section shall apply to pastes for any build, infrastructure, landscaping, or event setup owned, commissioned, or maintained by the Commonwealth of Redmont or its municipal subdivisions for public benefit, and not for private or personal gain.
- The material cost may be supplied up front in full or retroactively.
- In case material costs are provided retroactively, notice must be given to the FRB which contains the total material composition.
- The paste requester or any delegated department or personnel involved in sourcing material cost retroactively shall update the FRB on the sourcing status of required blocks, including completed, ongoing, or outstanding provisions, grouped per paste.
- The paste requester or any delegated department or personnel will manage the sourcing and receipt of retroactively provided materials. The FRB may designate a storage facility for the storage of materials in coordination with the DCT and DOI.
- The FRB Governor may set a deadline for the retroactive provision of blocks.
- This section applies to all pastes not classified as Government Pastes.
- The material cost must be supplied up front.
- The DOI shall have spawning approval for the following:
- Decorative trinkets with no market value.
- Adoption certificates (signed paper).
- The DOI is authorised to spawn natural block types for the purposes of restoring wild areas and farmland plots.
- In the event of a declared shortage of critical medical supplies that cannot be met through market or tender within reasonable time, DOH shall have spawning approval for such items.
- These items must be fully retroactively tendered within a deadline set by the FRB Governor.
- Any spawning under this section must be reported to the FRB without undue delay.
- All spawning in the Event World shall be approved without further requirement.
- The DPA may spawn event infrastructure in Redmont as long as no item or block enters the economy.
- All such infrastructure must be despawned without undue delay.
- The DPA may spawn event rewards or collectibles for events as long as they do not possess functional enchantments exceeding vanilla Minecraft limits.
- This policy establishes the conditions under which spawning approval is granted.
- The FRB Governor may suspend any departmental spawning approval for a period of up to 72 hours.
- Spawning approval may be revoked by majority board motion.
- The FRB shall maintain a ledger of all pastes subject to this policy, which shall include:
- The material cost of each paste;
- The verification record of provided materials; and
- The record of despawning actions taken.
- The FRB Governor may delegate spot check verification tasks to authorized FRB staff or designated agents.
