As far as I know there is no reason for me to be denied for that purpose

You yourself have applied for federal & town grants for the same business on the same days and had both accepted by the DOC and Oakridge at the time with no scruples about it. Notably receiving the DOC grant and then the Oakridge grant a couple days after:
