To
Amend the Crime Severity Act

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) The act shall be cited as the “Crime categorization act of 2022”
(2) The act shall be enacted right after it’s signage
(3) This bill is authored by MinecraftGerman

2 - Reasons
  1. The current crime severity layout is not perfect and could use 1-2 more categories so there are less moral grey zones for future legislation.
  2. This lays the foundations of a 5 step plan to reform laws and fight crime via a strategic use of deterrence and resocialization, with this being step 1.
  3. This amendment would make it much simpler to read the bill as it is shorter and allows people to check for the exact categories. Furthermore, in case of a new law, it would allow for the category to be posted in the rules&laws section.


3 - Amendments

The Crime Severity Act Changes from:

(1) Any new crimes may be cited as to whether they are to be considered a Indictable Offence or a Summary Offence. If the crime is not cited as either respective classification, it is to be automatically assumed as a Summary Offence.
(2) All existing crimes shall be sorted into the following categories:
(a) Summary Offences:--
- Abandoned Vehicles;
- Abusing /911;
- Assault;
- Careless Driving;
- Contagious Diseases;
- Driving Under the Influence;
- Failure to Appear;
- Failure to Pay Fares
- Faking a Disease;
- Frivolous Court Case;
- Giving/Asking for Exam Answers.
- Harassment;
- Improper Parking;
- Player Distribution of Cures to other Players;
- Possessing Medical Objectives outside of a Government-approved Medical Facility;
- Public Nuisance;
- Reckless Driving;
- Sign Abuse;
- Trespassing;
- Verbal Threats; and
- Weaponry in safe zones;

(b) Indictable Offences:--
- Animal Murder;
- Attempted Murder;
- Bank Robbery;
- Campaign Espionage
- Conspiracy to use a Weapon of Mass Destruction;
- Contempt of Congress;
- Contempt of Court;
- Corporate Espionage;
- Dispersal Order;
- Doctors Selling in Bulk;
- Drug Trafficking
- Failure to Display Odds;
- False Casino Odds;
- Fraud;
- Identifying a Whistleblower;
- Illicit Campaigning;
- Incitement;
- Insider Trading;
- Locking Items.
- Market Allocation, Bid Rigging, Price Fixing and Monopolization;
- Market Manipulation;
- Murder;
- Obstruction of an Emergency Service;
- Obstruction of Justice;
- Perjury;
- Police Misconduct;
- Possession of a Weapon of Mass Destruction;
- Resisting Arrest;
- Slander;
- Suspension Violation;
- Tax Evasion;
- Use of a Weapon of Mass Destruction;
- Villager Murder; and
- Violent Disorder;

4 - Note

(1) The category of any specific law may be changed through future legislation and the existing crimes that this bill sorts may be debated in the politics and congressional channels. The bill can be amended in any way before being posted to the forums.
(2) This does not make any modification to the way laws are organized in the Rules and Laws forum, simply designates each crime as either a Summary Offence or Indictable Offence.
(3) Laws that rely on other laws, such as, but not limited to, Accomplice to a Crime and Accessory to a Crime, are not defined under these categories, as their punishments and severity are reliant on laws defined in these respective categories.

4 - Terms and definitions
(1) Traffic infraction: A traffic infraction is a crime committed with a vehicle as defined in the Transportation & Roads section of the rules and laws and is also of least severity. A traffic infraction only covers laws in said section.
(2) Misdemeanor: A misdemeanor is a medium severe crime, less severe than a felony but more severe than a traffic infraction.
(3) Felony: A felony is a high severity crime, only covering the most severe crimes.
(4) Staff related laws: Those are laws which do not fit in the regular categorization spectrum but are watched over by staff instead of judges and police officers , with their severity differing from misdemeanor like severity to felony like severity.

5 - Categories:
(1) There shall be four new categories, Traffic Infractions, Misdemeanors, Felonies and Staff related laws

6 - Categorization:
(1) Every existing law in the law & rules page on the forum has to be changed to have their crime category visible in the 2nd line with written text
(2) Sections 14.0 to 14.4 including 14.4 of the rules & laws page shall be categorized within the traffic infraction category.
(i) The third and higher offenses of section 14.1 of the rules & laws page shall be categorized within the misdemeanor category.
(3) Sections 1.0 to 5.9 including 5.9 of the rules & laws page shall be categorized within the staff related laws category.
(4) Sections 10.0 to 10.5 including 10.5, 11.0 to 11.9 including 11.9, 13.3, 13.5, 13.4, 16.1 to 16.3 including 16.3, 16.5, and 16.6 of the rules & laws page shall be categorized within the felony category.
(5) All remaining laws shall be categorized within the misdemeanor category.
(6) Laws that rely on other laws, such as, but not limited to, Accomplice to a Crime and Accessory to a Crime, are not defined under these categories, as their punishments and severity are reliant on laws defined in these respective categories.
7 - New laws:
(1) Any new laws that are being added to the rules & laws section or are being amended need to have their category put in a separate section of the bill, called
“ X (X being the number it’s ordered in) - CATEGORIZATION”

The new law(s) shall be categorized within the felony section.
