Punish those who bring terror to The commonwealth of Redmont

The people of Democracy Craft, through their elected representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Consequence act”.
(2) This Act shall be enacted immediately upon its signage.
(3) This Act was authored by Representative Eastray_
(4) This Act has been co-sponsored by Representative oferinbar and Bubba_Tea_ (Bubba).

2 – Reason
(1) In the public view and opinion of the citizens of Redmont, there was no extra consequence for murdering groups or multiple people over time or at the same time. This makes people constantly live with the fear of knowing that their friends and family, one day, might be next.
(2) With this growing economy also rise much more organized and dangerous criminals, grouping up and forming gangs, allow them to overcome the fine with a normal murder charge.


3 – Term
If a person is found to have committed murders, they will receive additional punishment under the following conditions:
(1) The kill count is less than 3:

- Apply normal murder charge according to “Murder Act”.
(2) The kill count is between 3-5:
- Per offence: $20 Extra fine on top(*).
(3) The kill count is more than 5:
- Per offence: $30 Extra fine on top(*).
Note: this law
WILL NOT override murder, this law works with murder.

4 – Notes

(1) This kill count only applies to murders BEFORE the arrest and resets AFTERWARD.
(2) All mass murders before this act go into the law will be skipped.
(3)
(*) Mean that besides the original fine for the murder charge, the murderer will also get another fine add up to them according to the kill count.
 
Nay - Not clear enough. Good concept but I'd like to see it use language that is more clear.
