Amend the Congressional Subpoena Power Act

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Congressional Subpoena Power Act Amendment”
(2) This Act shall be enacted immediately upon its signage.

2 - Reason
(1) This is the only piece of legislation that punishes based on balance

3 - Amendments
The following shall be amended in the Congressional Subpoena Power Act from (a) to (b):
(a) Should the subject of a subpoena fail to appear before Congress without reasonable justification they will be charged 1% of their balance for each day with a minimum of $100.
(b) Should the subject of a subpoena fail to appear before Congress without reasonable justification they will be charged $200 for each day.
 
Aye - the old system is awful and I had not approved it at all when it passed.
 
This bill has been denied assent and is hereby vetoed for the following reasons:

The newly proposed punishment is regressive. Usually, Congress issues subpoenas of Government officials, who are usually quite wealthy. For these individuals, a $200 daily fine may be more favorable than complying with the subpoena. In the event that the subpoena is for a person who is not wealthy, they are now subject to a higher $200 daily fine, rather than the existing $100 daily fine. I would actually like to see the fine increased to 5% of the subject's balance daily, as 1% may not be convincing enough still.

The Congress may override this veto if they wish.
