Amend the LSA to fix censure loopholes.​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the Constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Censure Limitation Act'.
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Representative TheReal42Person.
(4) This Act has been co-sponsored by Speaker A__C.

2 - Reasons
(1) A Representative censured the entirety of Congress except himself and his friend.
(2) Since members of Congress cannot vote in their own censures, the motion passed with only the Representative’s vote.
(3) This is a loophole that must be fixed.
(4) Censures must have a valid reason, which this censure did not.

3 - Section 13 - Congressional Motions of the Legislative Standards Act shall be amended as follows:
“(6) Motion of Censure
a. A motion of censure can be moved by any Representative or Senator against anyone. It carries no punishment, however publicly condemns someone's actions. (e.g. The Representative broke the law on or off congressional duties; missed a vote without a reasonable excuse; and or didn't follow parliamentary process etc.).
b. Any motion of censure cannot be moved to censure more than three entities at a time. A censure must also have a valid reasoning attached to the censure when it is moved. It is up to the Presiding Officers or a majority of Congress (if Presiding Officers are censured) to judge if a censure is 'valid'.
