Introduce a Celebrity System

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Celebrities Act'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by: The_Donuticus

2 - Reasons
Right now we don’t have any way to recognize the prominent members of our community. This bill will form a groundwork that other systems can be built upon.

3 - Definitions
(1) A Celebrity is a prominent member of the community who has been recognised by the community for their accomplishments. They will be recognised by the silver star motif.
(2) A National Treasure is an extremely prominent member of the community who is widely recognised by the community for their accomplishments. They will be recognised by the gold star motif.
(3) A Former Celebrity is a Celebrity or National Treasure who has since faded from relevance.They will be recognised by the bronze star motif.

4 - Awarding Celebrity Status
(1) The DPA will manage the status of Celebrities and National Treasures.
(2) The DPA may revoke Celebrity or National Treasure status should they believe an individual is no longer prominent in the community.
(3) The DPA may begin a referendum which lists three reasons why the stated individual should be considered to be prominent in the community. If the referendum achieves majority support Celebrity status is awarded.
(4) The DPA may begin a referendum which lists five reasons why an individual who is already a Celebrity should be considered to be a National Treasure. If the referendum achieves three-quarters super majority support National Treasure status is awarded.
(5) A citizen may petition the DPA to begin the process to award Celebrity or National Treasure status.

This bill has been granted assent and is hereby signed into law.
