Bill: Rejected Bring Back DCBids Act

Re-establish DCBids​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the Constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'DCBids Establishment Act'.
(2) This Act shall be enacted immediately upon its signage.
(3) This bill has been authored by Representative TheReal42Person.
(4) This Act has been co-sponsored by Representative XaviersKarma.
(5) This bill has been approved by Commerce Secretary RandomIntruder.

2 - Reasons
(1) DCBids was recently disbanded by an Executive Order.
(2) DCBids was originally run by the DOC, but is now basically run by the staff team in the main DC Discord server.
(3) DCBids needs a separate Discord server run by the DOC to be more organized.
(4) The Marketplace turns into an auction house.
(5) The auctions and marketplace forums are very unorganized and people do not uphold their auctions.

3 - Establishing DCBids
(1) DCBids will have a separate Discord server run by the Department of Commerce.
(a) The DOC may organize and decorate this server as they please, as long as it follows the guidelines set by this act.
(2) The Marketplace will remain on the main Discord, but a second Marketplace will be available in the DCBids Discord server.
(3) The DOC is given full discretion of the management and supervision of DCBids.
(4) The DOC may set up auction/market rules and requirements at their own discretion.
(5) The DOC may not link other auction houses inside of the DCBids Discord server.

4 - Marketplace Changes
(1) The Marketplace will remain on the main DC Discord server unless removed by the Staff team.
(2) The Marketplace will be given its own category in the new DCBids Discord server.
(a) The Marketplace may not be used as an auction house
(b) The Marketplace can be used to buy and sell items or make other trades.
(c) The Marketplace cannot be used as an advertisement platform.

5 - Auction and Marketplace Guidelines
(1) Any bid or auction is legally binding and must be fulfilled.
(a) If the auctioneer/seller refuses to give the items to the bidder/buyer, the item will be confiscated and given to the bidder/buyer, and will not have to pay the auctioneer.
(i) If the bidder/buyer already paid for the item and the auctioneer/seller refuses to give the item to the bidder/buyer, the item will be confiscated and given to the bidder/buyer.
(b) If the bidder/buyer refuses to pay, the auctioneer is not obligated to give them the items.
(i) In an auction, the items would go to the second highest bidder.
(ii) In the market, the items would go back up for sale or to a different buyer.
(c) Auctions can be canceled if there are no bids on the item after the.
(2) Any/all other guidelines and rules will be created or removed at the full control of the DOC.

6 - New Offense
(1) Auction Obstruction
(a) The act of preventing an auction from proceeding whether that be by:
(i) Refusing to give the winner of the auction the items they bidded on.
(ii) Refusing to pay the auctioneer for the items.
(iii) Speaking in an auction channel/post about things unrelated to said auction.
(b) Per Offense: $100 fine + items due to winner of the auction (if applicable)
