APPROPRIATE MONEY FOR AUGUST 2026​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

PART I — PRELIMINARIES

1. Short Title and Enactment
(1) This Act may be cited as the ‘Appropriations Act — AUGUST 2026’
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by President Theory Fontaine and Vice President Anton Fontaine.
(4) This Act has been sponsored by Representative HatManMC.
(5) This Act has been cosponsored by Senator ElegantAlly.

2. Reasons and Intent
(1) To appropriate money for August 2026.

PART II — Appropriations and Specifications

3. Notes
(1) This is an exhaustive list of net expenditures.
(2) Commissions are included.
(3) All government departments, the Legislative branch, and the Judicial branch will receive a monthly budget.
(4) The judicial budget does not include court payouts nor fines.

4. Departments will be apportioned the following from the Government Balance:
(1) Department of State (DOS): $500,000;
(2) Department of Homeland Security (DHS) $450,000;
(3) Department of Justice (DOJ): $600,000;
(4) Department of Commerce (DOC): $1,100,000;
(5) Department of Public Affairs (DPA): $700,000;
(6) Department of Construction and Transportation (DCT) $444,444;
(7) Department of Health (DOH): $790,000;
(8) Department of Interior (DOI): $650,000;
(9) Department of Education (DOE): $500,000.

5. Presidential Reserve
(1) The President will have a discretionary fund for the purposes of appropriating to executive departments as required. This reserve is set at: $500,000.

6. Branches and Additional Entities will be apportioned the following from the Government Balance:
(1) Legislature (LEG): $100,000;
(2) Judiciary (JUD): $450,000;
(3) Federal Reserve Bank (FRB): $125,000.

7. Budget Tracking
(1) Any expenditure of Commonwealth Funds over $0 is to be reported in the #budget channel with the reason for the expenditure provided.
(2) Expenditure commands from all departments, the Legislature, the Judiciary, and the FRB sent in the budget channel must require a <reason> argument at the end of the command prior to being sent.

8. Fiscal Accounts
(1) All Departments, as well as the Legislature and the Judiciary, shall have a Minecraft account. Such accounts shall be apportioned the monthly budget in its balance. The entities and the names of their respective accounts shall be

(b) DHS: GovSecurity;
(c) DOJ: GovJustice;
(d) DOC: GovCommerce;
(e) DPA: GovEvents;
(f) DCT: GovDevelop;
(g) DOH: GovHealth;
(h) DOI: GovInterior;
(i) DOE: GovEducation;
(j) LEG: GovLegislature;
(k) JUD: DCGovernmentJUD.

9. Amendments
(1) This Act may be amended during the Fiscal Month of August 2026 to increase or add money to any entity.

10. Special Purpose Appropriation
(1) The Department of Education shall be allocated an additional $700,000 for the purpose of paying out trade payments. These funds may only be used for this purpose. For example, they may not be used to support salaries, wages, or any other expenses aside from the payout of trade payments. At the end of the month of August, leftover money shall be returned to the Government balance. These restrictions shall supersede any other conflicting statutes, policies, or other regulations.
(2) The Department of the Interior shall be allocated an additional $15,000 for the purpose of funding Crazy Farmer Tommy. These funds may only be used for this purpose. For example, they may not be used to support salaries, wages, or any other expenses aside from the payout of Crazy Farmer Tommy payments. At the end of the month of August, leftover money shall be returned to the Government balance. These restrictions shall supersede any other conflicting statutes, policies, or other regulations.

Presidential Assent

PRESIDENTIAL ASSENT​

This Act appropriates $7,324,444 for the fiscal month of August 2026, of which $715,000 is restricted to a single purpose and returns to the Government balance if unspent.

I grant assent for three reasons.

First, the Commonwealth cannot recover without a functioning budget. Departments have spent the past fortnight operating without one, and no Secretary can hire, pay, or plan against an empty account. This Act ends that immediately.

Second, the allocations reflect the position we are actually in rather than the one we would prefer. We carry a substantial deficit and two outstanding loans, and this budget does not pretend otherwise. Commerce receives the largest departmental allocation because restarting the economy is the only route out of that position. Justice, Homeland Security, and the Judiciary are funded to rebuild capacity lost during the strike. The remaining departments are funded to operate, not to expand.

Third, it constrains the Executive as much as it empowers it. Section 7 requires every expenditure to be reported with a stated reason. Section 10 restricts the additional allocations to the Department of Education and the Department of the Interior to their stated purposes alone and returns any surplus to the Government balance at month's end. The Presidential Reserve exists to meet genuine need mid-month, not to circumvent the figures Congress has set, and it will be accounted for in the budget channel like every other expenditure.

I note that this Act was authored by the Vice President and myself. It is therefore right to say plainly that it carries no more authority than Congress chose to give it. My thanks to **Representative HatManMC** for sponsoring it and **Senator ElegantAlly** for co-sponsoring, and to both chambers for scrutinising a budget written by the Executive rather than waving it through.

Redmont's finances remain under strain. This budget keeps the government running and the recovery moving, and it will be reported on honestly as the month proceeds.

ASSIST IN PAYING THE DPA'S BACKLOG BY GIVING AN INCREASE IN BUDGET​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

PART I — PRELIMINARIES

1. Short Title and Enactment
(1) This Act may be cited as the ‘Paying the DPA Backlog (8/26) Act' or 'PDBA'.
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Representative HatManMC.
(4) This Act has been sponsored by Representative HatManMC.
(5) This Act has been cosponsored by Representative lovepurplepoodle.

2. Reasons and Intent
(1) The Department of Public Affairs spent most of its money on backlog payments.
(2) This provides money for the DPA to continue to function throughout the month of August.

Part 2, section 4 of the Appropriations Act - AUGUST 2026 will be amended as follows:

PRESIDENTIAL ASSENT​

This Act raises the Department of Public Affairs apportionment in the Appropriations Act - AUGUST 2026 from $400,000 to $700,000 to clear the Department's backlog.

The backlog is money already owed to players who did the work, and the Department cannot function on an empty balance for the rest of the month. I grant assent on that basis.

I record that this is a one-month correction and not a new baseline. $400,000 remains the figure the events and media programme should be built to, and I will treat September on that footing.
