Ban Illicit Brews​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Alcoholic Substance Abuse Act”.
(2) This Act shall be enacted immediately upon its signage.
(3) This Act was authored by Westray.
(4) The Act has been co-sponsored by: Bubba_Tea_

2 - Reasons
(1) Currently there is no protection or regulation surrounding alcohol in Redmont. The health and safety of the people deserve to be protected.
(2) There exists a lack of criminal roleplay elements on the server. This bill would be passed in conjunction with the creation of multiple dangerous and high powered drinks that will be criminalised, in order to facilitate more criminal roleplay in terms of an underground booze trade.
(3) This law also allows for the DOH to declare any future substances as illicit. In the possible event that more dangerous drinks are secretly implemented and discovered in the future.

2 - Illicit Alcoholic Substances
(1) The following drinks are defined as “Illicit Alcoholic Substances”:
a. ‘Poitín’
b. ‘Firewater’
c. ‘Potato Moonshine’
d. ‘Moonshine Spirits’
e. Any additional alcoholic substances that have been declared as a public health threat, as noted in subsection 2.
(2) The Department of Health may, in pursuit of public health, formally declare any additional drinks to be considered Illicit Alcoholic Substances provided they follow the provisions below:
a. Any declaration naming a substance to be illicit under this act must be done with the signature of the Health Secretary in a government announcement.
b. The ban on such a brew would not take effect until a week after such declaration.
c. The newly banned substance must be edited into the law in the section below for clarity.

3 - Criminal Offence Creation
(1) Hereby establishes the following criminal offence for possession:
Substance Abuse
Possessing any drink deemed to be an illicit alcoholic substance, including: Poitín, Firewater, Potato Moonshine, and Moonshine Spirits.
First Offence: $50 Fine
Second Offence: 5 Minutes Jail + $100 Fine
Third Offence: 10 Minutes Jail + $200 Fine
(2) Hereby establishes the following criminal offence for trafficking:
Alcohol Trafficking
Selling, distributing, and or trafficking any drink deemed to be an illicit alcoholic substance, including: Poitín, Firewater, Potato Moonshine, and Moonshine Spirits.
Per Offence: Courts may order up to $5000 in fines
