Drastically improve Oakridge, by creating #news grants, new player auctions, the 3 days of celebration, and to improve the referendum process.
The citizens of Oakridge, through their elected Representatives in the Town-Council and the force of law ordained to that Town-Council by the people through the constitution of Oakridge, do hereby enact the following provisions into the by-laws:
1 - Short Title and Enactment
(1) This Act may be cited as the 'Revised Omnibus Agenda Act.'
(2) This Act shall be enacted immediately upon its signage.

2 - Reasons
(1) To celebrate the 3 fighting days of the 6/7 revolution
(2) To improve the referendum process
(3) To create new player auctions
(4) To establish #news support
(5) To amend The Petitions & Plebiscites Act
3 - 3 Days of Celebration
(1) The 6th of June is to be declared "Oakridge Community Day"
(2) The 7th of June is to be declared "Oakridge 6/7 Revolution Day"
(3) The 8th of June is to be declared "Town Liberation Day"
(4) These should not be seen as declarations of independence, or otherwise a call for treason or other crimes.
(5) These are only meant for the celebration of historic days in Redmont and Town history
(6) These are to be observed annually
4 - Amendments
The Petitions & Plebiscites Act is amended as follows:
(1) The Mayor, with or the council with majority approval from the Town Council, may start a plebiscite on any matter except the removal of an official, which shall be organised by the Department of State.
(2) A plebiscite is non-binding and only seeks to measure public opinion, unless:
(a) It is started by the council or mayor, and it is binding when started.
(3) If it is binding, it must be following the Act of Council format.
(4) If it is due to a petition, it does not count as started by either the council or mayor.
(35) Once a plebiscite has started, voting shall take place for 48 hours, after which the results shall be announced to the public.
(46) Only eligible individuals may vote in a plebiscite.
(7) All plebiscites must be held either concurrently with one of the following, regularly scheduled elections, depending on which is the next to happen:
(a) Commonwealth of Redmont Congress
(b) Commonwealth of Redmont President
(c) Commonwealth of Redmont Bar Association
(d) Town of Oakridge Town Council
(e) Town of Oakridge Mayor
(8) It must be started at least 48 hours before any of the above elections start.
5 - New Player Auctions
(1) Any auction held by the Office of Residence, may at the discretion of the Office of Residence, be exclusive to New Players.
(2) For the purposes of this act, "New Player(s)" is to be defined as follows: Any person that has joined in the last 1 month, at time of the auction starting, does not already own an Oakridge plot, and has not previously won an Oakridge auction.
(a) "Joined" is to mean "joindate".
(b) This is to be done with full days. If it is posted on the 20th of any given month, any person who joined on the 20th of the last month or later, regardless of hour and minute, is to be counted as a New Player.
(c) This includes people who joined after the start of the auction.
(d) The date they joined is to be determined by using /about, /playtime, or any future equivelant commands, and check their joindate.
(2) Any person that does not fit the category of "New Player" is not allowed to bid on these auctions.
(a) Their bids may be disqualified.
(3) By winning a New Player Auction, the winner enters a contract with the Town of Oakridge to not sell, or otherwise transfer the plot in question, until 3 weeks after winning the plot.
(a) This is on pain of 2 times the base prize of the plot at the auction, the amount gained from the resale of the plot, the winning bid's value at the new player auction, and $10000.
(4) You may only have active bids on 1 new player auction at a time.
6 - #news Payments
(1) The Office of Commerce is in charge of administering payments for articles posted in the Oakridge discord's #news channel.
(2) Any article posted there is to be sent to the Office of Commerce, who may determine if it should get the payment.
(a) This may primarily be determined based on relevance to Oakridge, and quality.
(3) The payment is to be up to $3000 per article (Type A), and up to 50% of payment to the articles author(s) by the news company (Type B).
(a) This is to be capped at $30000 for Type A and $20000 for Type B for any given news company, or subsidiary in any given month.
(4) The news company must reasonably have communicated a place, or person it can be contacted by, or the DB.
(a) This can be done via the authorship being noted in the article, reasonably communicating it via an advertisement channel, or contacting the Office of Commerce.
(5) This is not a right, and should not be an expected feature of posting an article in #news.
