Aye - A small but reasonable change

Nay - I agree with the reasonings provided by my fellow reps, banks are already charged very minimal taxes and this would lower it even further.

Aye - Surely the fourth time's the charm! But this is a far more reasonable option that I feel more comfortable voting aye on than the previous version(s).
