Define the Investigative Powers and Responsibilities of the DLA.

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1–Short Title
  1. This Resolution may be cited as the ‘With Great Power’ act
  2. This act shall be enacted immediately upon its signage
  3. This Act has been authored by: Snowy_Heart

2- Reasons
The DLA is one of the fundamental departments of the executive cabinet however it is often overlooked. In the constitution it states that one of the DLA primary responsibilities is to investigate. The investigating body of the DLA is the RBI. The role of the RBI inside of the DLA has gone unchecked in the legislature revolving around the DLA

This leads to two very devastating consequences; the lack of the necessary power the RBI needs in order to fulfill its role in the government, and the lack of Responsibility to uphold that power in a way that protects citizens rights and works to make Redmont better.

3- Responsibilities of the RBI
  1. To protect the Rights outlined in the constitution of all civilians during all steps of an investigation.
  2. To uphold and respect the fifth amendment in all circumstances when ushered in by a witness or suspect, or the representing party of that witness or suspect.
  3. All witnesses and suspects have a right to have an attorney present for questioning.
  4. A suspect must be notified of their detainment at minimum 48 hours prior to their questioning date.
  5. No witnesses or suspects shall be detained or questioned for an unreasonable amount of time. Reasonable accommodations must be made for time constraints and holdings.
  6. Only suspects will be detained, no witnesses, may be detained unless there is reasonable suspicion that they will either interfere with an investigation or took part in the crime veing investigated.
  7. A suspect must be notified of the basic reason for their questioning by the investigation.
  8. Investigators must inform the suspect and witness of the above rights before questioning them.
  9. For the purpose of clarity, a suspect can be classified as anyone the RBI has reasonable suspicion of committing a crime. A witness is someone who may or may not have information about the crime committed but is not involved in the act of criminality in any way.

4- Powers of the RBI
  1. The RBI has the power to investigate indictable crime or crimes that are considered complex in that nature.
  2. The RBI has the power to detain suspects that under reasonable suspicion may have committed a crime for questioning.
  3. The RBI may use a writ of detainment in order to inform suspects of their detainment.
  4. If the writ is not responded to, or an investigator is not contacted, the RBI has the authority to charge the suspect with obstruction of justice.
  5. If the suspect willfully and intentionally lies to the investigator in order to impede the investigation, the investigator may use obstruction of justice charges.
  6. The RBI may request warrants from the courts when necessary to do so.
