Reform Wild Regions

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Wild Area Protections Act” or as the “WAP Act”.
(2) This Act shall be enacted immediately upon its signage.
(3) This Bill was authored by Representative Icypenguin79 and Representative LilDigiVert.

2 - Reasons
(1) Certified freak, 7 days a week. Wild Area Protections need a little tweak.

3 - Terms
(1) Each entity, personal or corporate, may own one region in the wild subject to these terms:

(a) Personal wild regions
(i) Personal regions can be created at any time with use of a staff ticket.
(ii) Unless both parties consent, two regions require a buffer space of 20 blocks. No personal wild regions may be merged or sold to other players.
(iii) Wild regions must be at least 250 blocks from the edge of cities, towns, and wild warps.
(iv) Personal regions cost $10 per block, up to 3050 blocks in area.
(v) Personal regions may be sold back at 75% of the purchase cost.

(b) Corporate wild regions

(i) Each registered company is eligible to request up to one region, up to 4096 blocks in area, at $10 per block.
(ii) Unless both parties consent, two regions require a buffer space of 20 blocks. No corporate wild regions may be merged or sold to other players or corporations.
(iii) Wild regions must be at least 250 blocks from the edge of cities, towns, and wild warps.
(iv) A sub-forum will be under the DEC node as shown:

- Department Education and Commerce
- Businesses
- Business Regions
(v) Each registered company will have to apply to the DEC to buy a region using the format below.

What do you plan on using your region for?
(vi) The DEC is entitled to reject any application where the use case is doable in a town.
(vii) The region’s name shall be “<Company Name>-wild”.


4 - Evictability
(1) All wild regions may be evicted by the DER if the owner of the region is inactive for over a month.

5 - Grandfather Clause
(1) All wild regions created prior to the passing of this act count towards the one region limit.

This bill has been vetoed.​

Explanation:
  • Understanding that this bill's name is very interesting, and that this seems to be a popular bill; after discussion with the Treasurer, we decided that this bill was not feasible for the DEC. This would create an excessive workload for the DEC in additionally reviewing wild region applications.
  • This would enable players to create multiple wild regions which would be both be confusing for staff members and economists in keeping track and creating these wild regions.
  • This bill includes no clause as to what happens if a company that has a wild region is deregistered. Meaning the player could possibility still retain the wild region even if the company is deregistered.
  • Changing the 3 month inactivity to 1 month in Subsection 4.1 is ineffective, as the purpose of 3 months is because wild regions are not vaulted, whereas city regions are. Therefore, it is acceptable that inactive players are given more leeway with the 3 months for their wild regions since there is no way of getting them back when evicted.
