Grant Towns Semi-autonomy when it comes to laws

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Town By-law Jurisdiction act”
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been co-sponsored by: Representative ReinausPrinzzip
(4) This Bill was penned by former representative BubbaRC with major input from trentrick_lamar

2 - Reasoning

Towns, as of right now, have no authority other than power granted to them through departments to make law, leading to them not being able to make laws work for them (such as the Oakridge 420 bill) and making them always comply with federal law

3 - Town Legislative Authority
(1) A town may override a non-complex change local to the city/town if demand is present in there
(a) Should this be abused by a town then congress override specific bills with a simple majority from the house, a supermajority from the senate, and presidential assent
(2) Congress can specify in specific bills that towns cannot override the bill
