The purpose of the State of the Commonwealth Reports is to increase Cabinet transparency and provide an insight into the happenings of the Government. This information is provided in good faith and although it may be listed here as a goal, it may not occur. This report simply outlines Government achievements, plans, and goals.

DEPARTMENT AND CABINET ACTIVITY

Department of State (DOS)

Achievements in July:

- Changes to Approval Ratings including addition of the "Abstain" option (thank you to Kay_Jee) and improved survey layout as requested by the community.
- Automatic survey reminders implemented in-game which helped raise response rates for the Census and Approval Ratings.
- Changes to the SOTC compilation process to improve efficiency and distribute work more equally among Auditors.
- Updates to internal department guides.
- Began writing final Census report.
- Elections and referendums were held successfully.
- Hired 3 new Electoral Officers and 1 new Auditor.

Goals for August:
- Completion of the Census report.
- Progress on audit reforms.
- Guide creation/updates for Electoral Officers.
- Declassifying past administrations' audits.

Approximate Funds Spent:
$362,495

Due to real life personal matters on my part some department work has been delayed but I fully expect this to be caught up on soon and for my activity to return back to normal. Thank you for your understanding! - Human


Department of Construction & Transport (DCT)

Achievements in July:

The Department of Construction and Transport makes regular announcements in its Department Discord. You can join our Discord to learn about our progress as it happens!


1. Policy updates.
2. Completed work on major urban renewal projects in the city's east (Zoo, Olympic Park, Supply Depot).
3. Broke down large plots into smaller plots to increase plot supply.
4. Inspectors are on FIRE. It's been years since you could get a plot so easily as a new player.
5. Progress on construction of a grocery market

Goals for August:
BUILD. INSPECT. EVICT. AUCTION.

Department of Health (DOH)

Achievements in July:

* Several updates to internal documentation; including new disease outbreak protocol
* Updated activity requirements and removing inactive employees from roster
* Pay raise! Price of treatments has increased and thus payment to Doctors has increased. Medicare still covers all doctor cures so the price increase is effectively just a pay increase.
* New diseases and pharmaceutical treatments enabled and released. This will require revision throughout this upcoming month to achieve a better system with pharmacies.
* Released a National Health Survey in order to gather opinions and suggestions from the public regarding hospital treatment protocol, the setup with pharmacies, disease frequencies, etc.
* Epidemiologists have more available work internally; they'll be monitoring health logs and collecting available data to better inform our department's future action (among other things).

Goals for August:
* Revamping the training pipeline; we'll be adding clearer steps on the path from Trainee to Doctor and having clearer channels to learn everything DoH related. The Medical Specialist team will be involved a little more actively rather than just the self-training guide.>> We'll make use of the University Hospital for this new training as well.
* Hospital re-structure through coordination with DCT; it should be a little easier to separate contagious patients from others when they arrive and the isolation floor needs more space to be effective - we have this space just need to build the rooms in it.
* Revamping private healthcare sector: a sufficient amount of people seem to support private healthcare but the current setup is sub-optimal. This whole month we'll have discussions, internally and then with Congress on how to re-structure things. There are several ideas floating around, many of which require technical changes through staff so this will likely take some time but we hope to have made progress with this by next month.
* Another thing that requires heavy staff involvement is a paramedic type role. My proposal would repurpose some existing systems rather than require new additions but I have yet to push that through to the development team. This month we'll start to discuss what is feasible and what is not.

I would like to thank, and will forever thank the staff team for their assistance with any and all health plugin matters. Our department's work is very heavily dependent on admins and developers to action our vision. I would also like to remind the public to be patient with these things; there's only so many individuals that can carry out this work and technical implementations tend to require a whole lot of careful revision before release. Keep sending questions, suggestions, or complaints; but please be patient on new updates. Thank you!


Department of Commerce (DOC)

Achievements in July:

Department of the Interior (DOI)

Achievements in July:

- New player farmland plots
- More group removals (from twice a month to every week)
- More senior ranger commands to make landscaping much easier
- New zoo (i helped build part of it, hence why I've listed it here)
- New Supply Depot
- The zoo project (creating informational guides for each animal in the zoo)
- Updated ranger training guide
- Locked items log (a method to effectively vault randomly locked items placed around the wilderness)
- Increased activity
- More tenders
- More commands for Senior Rangers and Rangers alike

Goals for August:
- Farmland regulations policy
- Farmland restoration policy
- (A bunch) of tenders, primarily with the Zoo and Supply Depot pastes
- More ranger work days- Upgrading the Willow Shop
- Increase stockpile of medical materials
- Informational guides for the zoo, and maybe more

Approximate Funds Spent:
$254,000

Increase expenditures from:
- 5 new rangers joining the DOI (Average tends to be 2-3 new rangers per month)
- 2 supply officers
- Massive multi-day removal started in June (~99k for 11 rangers)
- Zoo Project (Informational Guides)
- More tenders
- More activity throughout the entire department


Department of Public Affairs (DPA)

Achievements in July:

We ran SO MANY events- I think 11 in total- and had huge turnout at all but one. We haven't made a ton of changes, aside from a few firings, and a bunch of new hires, but due to the EI I haven't been able to pass new policy.

Goals for August:
A fun criminal magical themed set of events, more fun events, and a lot more official policy overhaul/remanging our discord. Hopefully the union also negotiates with us a bit more and we manage to make some ground.

Approximate Funds Spent:
(I've been paying out bi weekly) so after tomorrow ish I will have spent north of 440/450k out of 500k, but I can give you a more accurate figure after the payments are made this week!

The DPA is going through a lot of turbulence, but I think overall it's still growing and thriving! I'm excited to see where it goes, and to see respect be both my and the other members of the DPA's core value going foward!


Department of Education (DOE)

Achievements in July:

Reviewed all exam guides + exam questions. Added a lot of custom items as-well as releasing more patents. Releasing a bunch of new wiki pages, and updating a lot of old out dated ones. Major changes and updates done to the fisher and miner trades.

Goals for August:
Hopefully a bunch of new chef recipes, including recipes using custom fishes. Revamping trades and professions to be slowly more fleshed out. More up to date wiki pages and more wiki pages based on current events. Maybe some fun DOE hosted events!

Approximate Funds Spent:
Around 200k.


Department of Homeland Security (DHS)

TOWN STATUS

Town of Oakridge

Achievements in July:

- Made mutiple amendments to our constitution
- fully planed out the Oakridge events for the Town Olympics
- sold multiple plots earning the town over half a million
- continued to make minor progress on build projects in the build world despite IRL setbacks from our build team
- carried out many town evictions
- given out mutiple town grants

Goals for August:
- update of our building regulations and bylaws
- mutiple town run events
- hopefully completion of our ongoing project if all goes to plan
- new exhibits in the town museum

Town Balance:
$3,116,478.62


Town of Aventura

Achievements in July:

Hosted the Aventura art competition with the help of the DPA.

Begun working on Project Ocean

Pasted the first boat of Project Ocean & the Newport lagoon

Pasted our northern island expansion (Newport) adding a horse track & park. Finally bringing life to the area.

Begun building and teasing a upcoming event/paste

Worked with the DOH to bring a small pharmacy to Av-hospital, allowing people to cure certain issues when doctors aren't on.

Brought back Aventura auctions after a brief break.

Finally gave Aventura build regulations.

Finalised and passed the new Aventura Constitution.

Added a new ticket panel to our discord allowing people to contact the mayor and dep regarding issues.

Passed the "Better By-laws Act"

Censured a former council member for abuse of perms impact fishermen who tried to sell their catches.

Discord changes to the residents role.

Open a book stand at Aventura spawn, allowing players to easily sell their books.

Fixed issues with AVFish.

Goals for August:
With the upcoming AV mayor elections, I cannot speak for the whole month, however while our term continues we have some upcoming pastes we are finishing for Project Ocean. We are working with the DOI to bring a ranger station to Newport allowing players to adopt animals there and finally the Oakridge vs Aventura Olympics! (Make sure to rep your town!)
