Amend the Property Standards Act​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Residential Plot Height Limit Act 2023' or '(RPHL Act 2023)'
(2) This Act shall be enacted immediately upon its signage.

2 - Reasons
There is a blocks height limit for Commercial, Industrial and even Skyscraper zones, but there is none for Residential plots. The residential plots have a height limit of “3 visible floors”. That can result in someone making, for example, a 100 blocks high building in a residential building, but making only 3 visible floors. It would be within the current laws while being too high for a residential floor. That is why a blocks height limit should be established on residential plots.

The standard height for a floor is usually of 3-5 blocks+the floor/ceiling block, that’s why to determine the height limit of a residential building, we should consider a maximum of 5 blocks high floor + floor/ceiling block, which if we extend to the 3 visible floors limit, it would be 18 blocks, and if we add a rooftop, we could consider about 4 blocks more with a result of 22 blocks. Therefore, the blocks height limit for residential plots should be of 22 blocks.

5 - Residential Zoning
(1) (Plots beginning with ‘R’ are residential plots (e.g. ‘r001’).
(2) Residential plots may only have houses built on them.
(3) A player is restricted to owning one Residentially zoned plot at any one time.
(4) Players cannot have houses with more than three visible floors.
(a)As basements and rooftops aren't entirely visible, they are an exception to this rule.
