Require residency for citizens of Redmont

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Residency Requirement Act'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by: Rep. RandomIntruder
(4) This Act has been co-sponsored by: Rep. AsunaYuukiSAO

2 - Reasons
(1) There is currently nothing that is encouraging people to have a use for apartments and rental areas.
(2) The realtor job is currently mostly used more for people to increase their plot limit and not really for real estate development.
(3) It is extremely unrealistic for us to have hundreds of citizens of Redmont and almost no occupied housing.
(4) Apartment rental areas are currently severely underpriced with apartments going for $10/month and are still empty.
(5) A lot of buildings right now are all just commercialized concrete boxes. This would diversify the types of builds present in the city.

3 - Criminalizing Homelessness
(1) All Redmont citizens with more than 1 day of total active playtime MUST have a residence as outlined in Section 4.
(2) Any active player who is found to not have a residence will be given a warning from the Department of Construction and Transportation and will have 1 week (7 days) to find new residence before being fined for $100 per month that they are without residence.
(3) All residential areas must have a sign or signs on the exterior in a publicly accessible area listing the current residents of the building.

4 - Rules of Residency
(1) A valid residence can be described as the following:
(a) An unattached house on an R plot.
(b) An attached housing unit on a C plot. Attached housing units have to be the entire height of the building but can share the rest of the C plot with other attached housing units.
(c) An apartment, which is a designated subsection of a building that doesn’t take up the entire vertical space of the building.
(2) An residence that is rented must be a valid residence and has rent that is the equivalent of at least:
(a) $5/day for unattached housing
(b) $3/day for attached housing
(c) $1/day for apartments
(3) Minimum sizes for valid residences are:
(a) Unattached housing must have at least 200 blocks of floor space.
(b) Attached housing must have at least 100 blocks of floor space.
(c) Apartments must have at least 50 blocks of floor space.
(4) Maximum residents for a single residence is:
(a) 8 people for unattached housing
(b) 4 people for attached housing
(c) 2 people for apartments
(d) Each person can pick exactly one spouse from their forums registration list to be added to their residency without increasing the number of people officially living there.
(5) Each residence has to have a sign or signs listing all residents of that plot:
(a) Outside the building for Attached and Unattached Houses
(b) In the hallway for apartments

5 - Amending the Property Standards Act
(1) This is to better help regulate how many bedrooms rental regions have and for people looking for rental areas to quickly see available fitting housing.

10 - Rental Residences Apartments
(1) There are no naming conventions for apartment regions names.

(1) Should a valid residential zone be put up for rent, they must be named in the following method:
(a) Unattached housing (R-plot) for rent regions must be named something that contains the words “rh” separated from the rest of the region name with a dash (“-”).
(b) Attached housing (townhouses etc on c-plots) for rent regions must be named something that contains the words “th” separated from the rest of the region name with a dash (“-”).
(c) Apartments for rent regions must be named something that contains the words “apt” separated from the rest of the region name with a dash (“-”).

(2) Apartments must not contain any types of liquid source blocks; Nether portals; and or chest shops.
(3) Unattached and Attached housing may not contain nether portals or chest shops but are allowed to have liquid source blocks.

6 - Punishments for Not Following Residential Requirements
(1) Overcrowding
(a) Overcrowding will be defined as a house that has more residents residing in it than is legally allowed for that type.
(b) Overcrowded residents will be warned by the DCT before punishments.
(c) Starting 1 week after the warning, each resident of an overcrowded building will be fined $100 for each additional resident present after the warning period ends.
(d) The DCT will continue fining the residents every 7 days until the residency is no longer overcrowded.
