Prevent Evasion of Building Regulations​

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Regulation Enforcement Act”.
(2) This Act shall be enacted immediately upon its signage.

2 - Reasons for Proposal
Currently, property owners are able to evade regulations enforced by Building Inspectors through reselling plots: this resets the time limit for repairing eyesores, fixing amenity requirements, or other violations of regulations. Such evasions must be prevented.

3 - Regulation Evasion
(1) When a plot has been reported for eviction, the report will remain extant until it is resolved or evicted. Transferring ownership of the plot in question will not have a bearing on the date of eviction, unless otherwise provided by the relevant Department.
(2) If plot ownership is transferred while there is an active eviction report on the plot, the original owner has a duty to disclose the report to the buyer or recipient of the plot. Failure to do so will result in the original owner being guilty of failure to disclose.

4 - Duty of Disclosure
(1) Failure to Disclose
Failure of a party to provide the other parties with all legally required information and or documents which are relevant to a property.
Per Offence: Cost of damages incurred by the recipient as a result of the failure to disclose.
(a) A plea of ignorance to a report is not an admissible defence to failure to disclose.

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title
(1) This Act may be cited as the “ Regulation Enforcement Act ”.
(2) This Act shall be enacted immediately upon its signage.
(3) The Act has been co-sponsored by: Senator Aladeen
(4) This bill was written in collaboration with DCT Secretary Mhadasher101

2 - Enactments
(1) Any attempt at the sale, gifting, or transfer of a plot in violation of building regulations for the purpose of evading violation correction deadlines before the issue is fixed.
(2) This law is only enforceable under the circumstance that the Building Inspector who reported the violation notifies the property owner of this law.
Any person guilty of the offense in s.3(1) shall be fined $200 and will lose the property. If the property has already been transferred, the new owner may keep the plot. However, they shall be subject to the same restrictions described in s.3(1), s.3(2) still applies, and they must correct the building violation. To:

3 - Reasons
(1) A lot of people are selling/gifting plots that breach plot regulations
(2) With doing so they are allowing the DCT to get onto them instead of the original owner

Amend the Regulation Enforcement Act​

(2) This Act shall be enacted immediately upon its signage.
(3) This Act may is authored by Sen. Nacholebraa & Sec. Mhadsher
(4) This Act was co-sponsored by Sen. Nacholebraa

2 - Reasons
It’s important that this regulation prevents the loop around evictions, however, it does not protect the landlord who is currently in contract for selling the property. In a situation, the property is currently auctioning or in the process of selling the property to another player/company.

3 - Amendment to Section 3
Subsection a. changes to subsection b.

(2) This law is only enforceable under the circumstance that the Building Inspector who reported the violation notifies the property owner of this law.
(3) Any person guilty of the offense in s.3(1) shall be fined $200 and will lose the property. If the property has already been transferred, the new owner may keep the plot. However, they shall be subject to the same restrictions described in s.3(1), s.3(2) still applies, and they must correct the building violation.


b. 3 - Regulation Evasion
(1) Any attempt at the sale, gifting, or transfer of a plot in violation of building regulations for the purpose of evading violation correction deadlines before the issue is fixed.
(2) Any person guilty of the offense in s.3(1) shall be fined $400 and will lose the property. If the property has already been transferred, the new owner may keep the plot. However, they shall be subject to the same restrictions described in s.3(1), and they must correct the building violation. The new property owner shall be given a grace period to correct the issues.

4 - Regulation Exception

(1) This law is only enforceable under the circumstance that the Building Inspector who reported the violation notifies the property owner of this law.
(2) If probable evidence is given, a building report shall be overturned if a property is in contract to be sold or is being auctioned upon the posting of a Building Report.

5 - Definitions

(1) Probable Evidence - Evidence that contains proof that a property is in contract, must show dates and time stamps.
(2) Auctioned - Sold within the Official DCBid Server.
(3) Sold - Money being transferred between two fiscal accounts.
(4) Grace Period - A period of no less than 1 week upon the transfer of a property.

(1) Rather than preventing players from selling their plots when they are reported, have the report remain extant.
(2) Too restrictive
