Amend the Legislative Standards Act​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:​

1 - Short Title and Enactment
(1) This Act may be cited as the 'Referendum Act'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by: Representative 1950minecrafter
(4) This Act has been co-sponsored by: Representative Snowy_Heart

2 - Reasons
Democracy means the citizens take part into the political process, which means, in the process of taking decisions of a political nature. Our democracy tries to achieve that through representative democracy, which is that the citizens elect some congress members (Representatives and Senators) to represent them in Congress when it comes to taking decisions of a political nature.

Sometimes, that can end up with a Representative or Senator not representing the will of their voters, and in important matters, that can become a problem. We have established a process in which referendums have to be made for really important Constitutional matters so there’s no alteration on the public will on them.

In order to avoid an alteration on the public will on some other matters that might not fall under the already established referendum requirements, this bill is created to expand those already established procedures, so any Representative or Senator can begin the process of a Referendum for matters that they might consider important enough to ask the Redmont citizens about their opinion.

3 - Changes to the Legislative Standards Act
13. CONGRESSIONAL MOTIONS
Add:
(13) Motion of Referendum
  1. Any Representative or Senator may motion for a Motion of Referendum to ask for a public referendum for a specific bill.
  2. The motion must be proposed before the bill goes to vote. Once the motion is proposed, the bill cannot be voted until the end of the vote on the motion.
  3. The motion must reach a supermajority in both chambers. If both supermajorities are reached, the bill will be voted, and in case it is passed, the bill will go to a public referendum, this being passed with an absolute majority. A Presidential assent or veto may be then issued.
  4. If both supermajorities for the motion are not reached, the bill will go to vote following the usual established procedure.
