CONGRESS OF THE
COMMONWEALTH OF REDMONT
A BILL TO
FORMALLY ESTABLISH THE REDMONT BUREAU OF INVESTIGATIONS
The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1. Short Title and Enactment
(1) This Act may be cited as the 'Redmont Bureau of Investigations Act' or 'RBI Act.'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Culls, DETECTIVHOLMES, SG Johnes, and Acting AG zLost.
(4) This Act has been sponsored by AverageAnnika.
(5) This Act has been co-sponsored by DrFunks.
(6) The following resolutions are hereby repealed:
(a) RBI Empowerment Resolution
2. Reasons and Intent
(1) Establishing a professional agency responsible for investigations of crimes and assistance with investigations of internal department affairs.
(2) The current “RBI”, an unofficial part of the DoJ, is ill-equipped with the proper tools to fulfill its duties.
(3) With player counts growing, the RBI is more than a need, it is a necessity.
3. Definitions
(1) Employment. Means all members who are hired by the Director and/or delegated power.
(2) Agency. Means a sub-department/bureau under either a department or entity’s control.
PART II — Establishment
1. Establishment of the Redmont Bureau of Investigations
(1) An sub-independent government entity, under the Department of Justice, known as the Redmont Bureau of Investigations is hereby formed.
(2) An officialised government seal shall be proposed to the RBI, with the Director’s discretion.
2. Forum Area
(1) The Redmont Bureau of Investigations shall maintain a dedicated DemocracyCraft sub-forums area under the Department of Justice’s forum area, for the purposes of transparency and operations.
(2) The following shall be made available in the sub-forum:
(a) RBI policies, information, and guides made by leadership; and
(b) RBI applications for employment in the agency.
(3) The Director and Deputy Director shall be responsible for maintaining this sub-forum area.
3. Funding
(1) The RBI shall be entitled to appropriations from the Department of Justice.
(2) The Director, Deputy Director, and/or other delegated role shall be responsible for managing the RBI’s funds and reporting all spending to the proper channels.
(3) RBI funds may only be spent for the purposes of:
(a) Funding resources and programs for the benefit of its employees;
(b) Daily operations of the agency; and
(c) Any other purpose related to the RBI defined by this act.
(4) No employee or leadership member of the RBI, may authorize payment of funds to themselves or any other employee, without strict permission from the Director.
(a) Any employee who authorizes any such payment shall be charged with the proper crimes.
4. Headquarters
(1) The official headquarters of the RBI shall be the DojBuilding.
(2) The headquarters shall be maintained by the Director and Deputy Director on behalf of the RBI.
(4) Any structural changes to the building must be:
(a) Approved by the Department of Justice; and
(b) Funded from the RBI’s funding.
PART III — Governance
1. Composition
(1) The governing body of the RBI shall consist of the Director and Deputy Director.
(2) The Director shall be appointed by the current Attorney General who is the delegated representative of the Department of Justice.
(3) The Deputy Director shall be appointed by the current Director.
(4) The Deputy Director may be removed from their role as Deputy Director, without losing employment, by the Director’s discretion.
(5) The Director may be removed from their role as Director, without losing employment, by the Attorney General’s discretion.
2. Powers of the Director and Deputy Director.
(1) The Director and Deputy Director shall have all decision making power in the RBI.
(2) Any decisions may be vetoed by the Department of Justice, if deemed important.
(3) The Director is tasked with the following duties:
(a) Managing and representing the RBI;
(b) Advising the government with investigative duties;
(c) Investigating and forwarding completed investigations to the Department of Justice; and
(d) Creating, amending, and repealing RBI policy with the assistance of the Deputy Director.
(4) The Deputy Director is tasked with the following duties:
(a) Assisting with management of the RBI;
(b) Assisting with creating, amending, and repealing RBI policy; and
(c) Any other delegated duties from the Director or from this act.
3. Transitions of power
(1) If the current Director is declared incapacitated or resigns, the Deputy Director is declared the Acting Director.
(2) The Acting Director may only hold the position for up to 14 days, until a new Director is appointed, or they are appointed.
(3) The Acting Director shall have all powers that the Director has.
Part IV — Transition
1. Transition
(1) All employees and/or members of the current unofficial Department of Justice’s “RBI” shall have their employment transferred to the RBI established by this act.
(2) The current Director of the current unofficial Department of Justice’s “RBI” shall be appointed to the position of Director of the RBI established by this act.
(a) The Director shall appoint a current member of the RBI established by this act to the position of Deputy Director.
(3) The DemocracyCraft staff team shall assist with the creation of any duties only they can do under this act.
