Increase Government Revenue

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:


1 - Short Title and Enactment
(1) This Act may be cited as the “Public Lottery Act”.
(2) This Act shall be enacted immediately upon its signage.
(3) This Act is proposed by Representative Hong_Kong_101
(4) This Act is co-sponsored by Representative RandomIntruder

2 - Reasons
(1) The government has historically run at a deficit, requiring periodical applications of pruning taxes to meet its expenses.
(2) Raising taxes is undesirable as it would depress commerce and the economy.

3 - Public Lottery
(1) The Department of Commerce will be authorized to establish and run a public lottery under the following conditions.
(a) Each lottery will last for no longer than 30 days between the opening of ticket sales and the selection of winners.
(b) Winners will be collectively entitled to no less than 50% and no greater than 70% of ticket revenues of the lottery they win in. No more than 10% of tickets purchased may be awarded prizes.
(c) Calculated profits from the lottery, after the payment of winners, will be deposited in the general government balance.
