Limit excessive concentrated ownership of land

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Property Fairness Act”.
(2) This Act shall be enacted immediately.

2 - Reasons
There are a number of monopolistic activities being undertaken that prohibit the fair ownership of land in a City. Hoarding land has become a real issue in preventing diverse ownership of land.

3 - Commercial Limitations
A citizen may not own more than 20 commercial plots of land within a city.


4 - Residential Limitations
A citizen may not own more than 1 residential plot of land within a city.


5 - Industrial Limitations
A citizen may not own more than 2 Industrial plots of land within a city.


6 - Skyscraper Limitations
A citizen may not own more than 2 Skyscraper plots of land.

7 - Realtors
(1) Any citizen with the Realtor job may exceed these limitations by 3 plots, provided the plots exceeding these limitations are for the purpose of development and or sale.

(2) Realty Licenses will no longer be recognised.
(3) The Realtor Act will be rescinded.


8 - Merged Plots
Any merged plots will not be recognised as one plot, rather they will be counted as the amount of sub-plots which form the whole merged plot.

9 - Ex Post Facto
Any citizens who exceed the plot limit prior to the passing of this bill will have their plots recorded by the DCT and will be grandfathered into the new system. The citizens who exceed the plot limitations, however, will not be able to buy another plot or exchange a plot for another plot until they are compliant with the limitations.

10 - Initial Releases of Plots
(1) Any plot part of an Initial plot release cannot be merged for a period of 14 days.
(2) The releasing authority must release plots in a fair and equitable fashion that is controlled and factors in time zones.

11 - Breach of Plot Limitations
Any citizen or exceeds plot limitations is guilty of breaching plot limitations.
per offence: 5% of balance at the time of the fine or $1000 - whichever is higher.
A 72 hour window is then allowed to the citizen in breach to become compliant. If the citizen remains over the limitation after this period, the DCT will seize the amount of plots required until the citizen is compliant. The DCT will seize the plots with the least disturbance to the owner's estate.

2 - Reasons
To expand property regulations to the City of Reveille.

3 - Amendments
(1) Any mention of 'the City of Hamilton' will be amended removed.
(2) Any mention of 'the city' will be amended to 'a city.'

4 - Skyscraper Plots
Skyscraper Limitations
A citizen may not own more than 2 Skyscraper plots of land.
