Limit the Presidential pardon power and amend the constitution.​

The people of the Commonwealth of Redmont, through their elected Representatives and Senators in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment

(1) This Act may be cited as the “Presidential Pardon Reform Amendment Act”.
(2) This Act shall be enacted immediately upon its signage.
(3) Authored by Rep. xEndeavour

2 - Reasons
(1) As it currently stands, the President can bypass laws by giving pre-emptive pardons to individuals who have not - or are yet to commit - a crime.

3 - Terms

(1) The Constitution is amended such that the clause "A lawful order to overturn a criminal charge, providing clemency on a charge to an accused player. Any exercise of pardon power shall be issued only in the form of a signed document released to the public."

is changed to

"A complex lawful order to overturn a criminal charge, providing clemency on a charge to an accused player. Any exercise of pardon power shall be issued only in the form of an executive order released to the public. A pardon must be retrospective to a charge and cannot be given pre-emptively."
