The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
(1) This Act may be cited as the “Single Transferable Vote Act” or as the “PR-STV Act”..
(2) This Act shall be enacted after Owner approval, as it requires a custom forum plugin.
(3) This Bill was authored by Representative Icypenguin79.
2 - Reasons
(1) The past system of Proportional Representation was a hot mess, inside of a dumpster fire, inside of a train wreck. A complete disaster of an election.
(2) A straw poll conducted the day after the election had 57% supporting the PR-STV electoral system.
3 - Second System of Proportional Representation
(1) The First System of Proportional Representation as described in Section 4 of the Proportional Representation Constitutional Amendment Act is hereby repealed.
(2) All elections for the House of Representatives and the Senate shall operate under a system of Proportional Representation through the Single Transferable Vote (PR-STV).
(3) All people eligible to vote shall rank at least three candidates by preference directly on the forums.
(4) At the conclusion of the election, seats shall be allocated as follows:
(a) The candidates will be ranked in order by the number of first-place votes.
(b) If there are more candidates than seats, the candidate with the least support is eliminated. The votes for this candidate are then transferred to the next-named candidate on each ballot.
(c)This process will continue until there are as many candidates as there are seats available.
