Encode Petitions and Referendums into law​

The citizens of Oakridge, through their elected Representatives in the Town-Council and the force of law ordained to that Town-Council by the people through the constitution of Oakridge, do hereby enact the following provisions into the by-laws:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Petitions & Plebiscites Act.'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Chief of Staff zLost.
(4) This Act has been proposed by Head of Urban Development JustaDumpling.
(5) This Act has been co-sponsored by Head of Event Coordination lukeyyyMC_.

2 - Reasons
(1) We have a petitions channel, but it's not encoded in law and thus has zero effect.
(2) This act aims to change that.


3 - Definitions
(1) For the purposes of this act, an "eligible individual" refers to anyone who meets the requirements in section 6.
(2) "Petition" refers to any post made by an eligible individual in #petitions of the Oakridge discord that seeks to request something from the Government.
(3) "Plebiscite" refers to a formal vote organised by the Department of State upon request from the town.

4 - Petition
(1) Any eligible individual may start a petition requesting Oakridge's government for certain change.
(2) Any eligible individual may react to the petition with :aye: to vote with approval, or with :nay: to vote with disapproval.
(a) Only those who are a resident of Oakridge should have permissions to vote on a petition.
(b) Any reactions by non-eligible individuals may be removed for the purposes of organised vote counting.
(3) If a petition receives a net vote of 15 votes, the Mayor, after discussion with the Town Council, will be required within a week to announce their decision regarding the petition and the reason behind said decision.
(4) Every vote of approval adds 1 vote to the net vote, and every vote of disapproval removes 0.5 votes from the net vote.

5 - Plebiscite
(1) The Mayor, with majority approval from the Town Council, may start a plebiscite on any matter which shall be organised by the Department of State.
(2) A plebiscite is non-binding and only seeks to measure public opinion.
(3) Once a plebiscite has started, voting shall take place for 48 hours, after which the results shall be announced to the public.
(4) Only eligible individuals may vote in a plebiscite.

6 - Requirements
(1) In order to vote in a petition, plebiscite, or to start a petition, a person must meet the following requirements:
  • Is an Oakridge resident;
  • Has accrued 6 hours of active playtime within the last 30 days
