To

Provide a framework for Passports

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Passport Act.'
(2) This Act shall be enacted immediately after its signage.
(3) This Act has been authored by Deputy Speaker Scassany.
(4) This Act has been co-sponsored by Speaker Talion77.

2 - Reasons
(1) Passports are a new system that has been implemented by Staff that require a system for issuing and handling.
(2) To replace the previous voter registration with the new passport system.
(3) To amend the Executive Standards Act and the Electoral Act

3 - Passport Administration
(1) The Department of State may create policy for the issuance, updating, or replacement of passports within the bounds of this act.
(a) The Department of State may collect reasonable fees for these tasks.
(i) The Department of State may not collect funds for the issuance of passports.
(b) Funds collected in this way may be used for any departmental purpose.
(2) A passport issued by the Department of State:
(a) May not be revoked for any reason.
(i) A passport may be temporarily invalidated during a period of time in which the owner of the passport is below the active player threshold.
(b) Will serve as sufficient proof of citizenship and identification within Redmont.
(c) Will be required to vote in any election held within Redmont.
(d) Must be issued to applicants who have reached the active player threshold.
(i) The Department of State may delay passport requests for up to 7 days to investigate possible fraudulent activity.

4 - Amendments
(1) The Executive Standards Act shall have the following lines added to the listed section:
"6 - Department of State
(1) The Department of State is charged with the following primary responsibilities:
(l) Issuing, updating, and replacing passports in accordance with the Passport Act"

(2) The Electoral Act shall have the following lines added to the listed section:
"4 - Electoral Terms and Limitations
(5) Unless otherwise provided, General Presidential and Congressional Elections will operate on a ten-day cycle during an election month, where:
(e) All candidates must hold a valid passport issued by the Department of State"

(3) Section 13 of the Electoral Act shall be amended to:
"13 - Registration
(1) In order to protect the integrity of the electoral system, the Department of State will maintain voter registration. each voter is required to hold a valid passport issued by the Department of State.
(a) Voter registration exists to verify the validity of voters, not to limit potential voters from voting. All legitimate citizens are entitled to registration.'"

5 - Transition
(1) Existing voter registration will remain valid for 14 days after the signage of this bill.
(a) Should the Department of State or Staff declare that an issue would prevent the implementation of this bill, this timeframe will extend until said issue has been resolved.
