Increase new player retention and integration into the server.
The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'New player Retention Act' (NPRA)
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by: Snowy_Heart
(4) This Act has been co-sponsored by: 1950Minecrafter, bezzergeezer

2 - Reasons
  1. One of the biggest problems on the server currently is low to non-existent new player retention. Failure to retain new players has stunted our economy. Forced multiple companies to function without the adequate level of employees and required many citizens to perform multiple jobs reducing quality and quantity of products and services.
  2. This lack of player retention stems from the failure to inform and introduce the values of our server during the initial tutorial, as well as a lack of incentive for new players to take the time to go through the tutorial to understand how to start their journey into Redmont.
  3. New player retention will boost not only our server numbers but increase the stability of the economy and provide new passionate workers to injured and dying industries.

3 - New Player Start up Fund
  1. A budget of $15,000 replenished bi-monthly from federal funds is delegated to the New Player start up Fund. These funds will be dedicated to providing opportunities and advancements for new players upon their arrival to Redmont.
  2. The budget may be increased or decreased by vote in the house or representatives.
  3. This fund is broken down into two sections, The New Player Retention Advancement Fund (NPRAF) and the New Player Incentive Fund (NPIF)
  4. The NPRAF will be provided 50 percent of the total budget.
  5. The NPIF will be provided 50 percent of the total budget.
  6. Once either fund is completely depleted. The New Player Retention Task Force may request more funds from the Speaker of the House at their own discretion.
4 - New Player Retention Task Force (NPRT)
  1. This task force is comprised of the following members.
    1. Task Force Director
    2. Task force Deputy Director
    3. Task Force body
  2. The Task Force Director will be voted on by the Task Force Body There may only be one Director at any given time. The Director acts as the leader, or manager of the NPRT. They have the final say on motions and ideas the body presents.
  3. There may be one deputy director at any given time. The deputy director acts as second in command and directly works with the body to present new ideas, projects, ect. to the Task Force Director. The deputy director is chosen by the Task Force Director. If the Task Force Director cannot perform their duties The deputy director will be the acting Task Force Director.
  4. There can be a total of 5 body members of the NPRT including the deputy director and Task Force Director. The members of the body are chosen at the start of a House of Representative session by the speaker of the house and is composed of house representatives.
  5. These representatives act as knowledge bearers of New Player Retention and as such should be chosen based off of their knowledge on such.
  6. This NPRT is dedicated to providing knowledge to new players about the server as well as distributing the funds from section three in relation to projects that help new players gain footing in the server.

5 - New player tutorial incentive
  1. Upon completion of the tutorial new players can submit proof of their completion to the NPRT. A one-time incentive of up to $250 dollars may be awarded to each player as proof of completion is submitted. This award comes out of the NPIF and may under no circumstances come from any other fund than the NPIF. Once the fund has completely depleted No more incentives can be given out.
  2. Current players that have not used the NPTI may submit proof of their completion of the tutorial to receive the award.
  3. The awards will be given on a first come first serve basis.
  4. Awards will be given out at the discretion of the NPRT.

6. The New Player Retention Advancement Fund
  1. The NPRAF may be used for server educational, research, and promotional use only.
  2. Funds used for the NPRAF must be authorized by the Head of New player acquisitions.
  3. Funds used from the NPRAF can be audited by the House of Representatives at any time by House motion.
  4. Funds must be used to forward the ability for Redmont to Retain new players.

7. The NPRT Report
  1. After being selected by the Speaker of the House and voting on the Task Force Director. The first task the NPRT must accomplish is the NPRT report. This report consists of the following:
    1. The agreed upon collective view of current new player retention of the NPRT
    2. Goals the NPRT would like to meet by the end of the congress session
    3. Goals already met by the NPRT
    4. Budget allocation, distribution and requests.
    5. Recommendation for future NPRT members
  2. This report must be given once again after 1 month of the session has passed and one final time during the caretaker time frame.
