BILL
To

Provide purpose to New Players​


The people of DemocracyCraft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

PART I — PRELIMINARIES
1 - Short Title and Enactment
(a) This Act may be cited as the “New Player Purpose Act (NPP)”.​
(b) This Act shall be enacted immediately upon its signage.​
(c) This Act has been authored by Representative Gluonmaster.​

2 - Reasons

(a) Many well settled citizens in Redmont derive their purpose within Redmont from their job within government. This purpose keeps these citizens motivated to live in Redmont as it provide them with a goal to do, allows them to feel helpful, and allows them to coordinate with others.

(b) When new people arrive to our nation of Redmont they often face systemic barriers such as not knowing who to talk to if they want to work with others at a certain business. Additionally, these new people can't immediately get involved in government work. These new Redmontians thus lack a central purpose that involves them interacting or helping people.

(c) Now a established person could take a new person under their wing by providing them a job to do. Unfortunately, established people generally don't feel motivated to do this since it's not economically profitable to seek out new people on mass and train them.

(d) To solve this problem, this act allows these companies to get rewards for having hired new people. This act makes sure that these rewards are for useful jobs rather than make work jobs or new people sitting around for a paycheck.

(e) This act provides full authority to the Department of Commerce to decide how or whether they'll implement these grants. This act also puts in guardrails to prevent the Department of Commerce from using too much of its appropriated budget on these grants.

PART II — Contents
1 - Definitions

(a) Frivolous work for the purpose of this law is defined as,
(i) Work which requires minimal or no player input, primarily to bypass server restrictions such as AFK kicking.​
(ii) Produces no tangible good, service, or non-ai generated creative work​

2 - Hiring Tourists Grant

(a) The grant described within this act shall be known as the "Hiring Tourists Grant".
(i) These grants are given to companies as rewards for them hiring new players to do work.​

(b) The Department of Commerce has authority over the issuing, amount of money awarded, acceptance, or denial of Hiring Tourist Grants provided they adhere to the following limit :
(i) The DoC shall not violate any laws for the purpose of issuing, accepting, or denying Hiring Tourist Grants.​
(ii) Hiring Tourist Grants may only be issued to registered corporations.​
(iii) The DoC shall not accept a Hiring Tourist Grant if the work that grant is being used to reward meets the definition of "frivolous" as defined in this law.​
(iv) Hiring Tourist Grants may only be issued for the purpose of rewarding businesses that hire new players.​
(v) Corporations must have screenshot or video proof that they've hired one or more new players to do recent work.​
(iv) A maximum of 10% of congress's most recent appropriations to DoC may be given out through this grant.​

:nay: - I like the idea behind this bill, but it is worded awkwardly and, as far as I’m aware, does not provide any reason for a “Hiring Tourist Grant” to be denied other than if it’s being used for frivolous work, which means that they don’t actually have to be used to hire new players. Based on the name, I’d assume this bill is meant to give grants to corporations for the hiring of new players, and under my understanding, it does not do this. For example, CNNnews could get a Hiring Tourist Grant and use it to give its head journalist a pay raise instead of for the hiring of new journalists. Gluon, please correct me if I’m wrong on any of this.
