Create A Registry of New Player Friendly Apartments
The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
(1) This Act may be cited as the 'New Player Apartments Act.'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Representative Scassany.
(4) This Act has been co-sponsored by Representative Anthony_org and Senator Sofia2570.
2 - Reasons
(1) Currently, new players struggle to know where to look to find housing during their first two months in game.
(2) Creating a list made of apartments that is maintained on the new player guide will help new players find places to call home during the most important time of a new player's experience.
3 - Definitions
(1) A New Player Apartment is defined as the following:
(a) A sign must be placed directly next to the rental sign stating "This Apartment is for players with less than 2 months of activity
(b) The rent of the apartment may not exceed $100 per 30 days.
(2) For the purposes of this act, multiple plots that have been merged together will be considered as one plot.
4 - Jurisdiction
(1) The administration and maintenance of the new player apartment list shall be administered by the Department of Education.
5 - Eligibility
(1) In order for a plot to be listed on the new player guide, it must meet the following requirements at all times:
(a) The number of new player apartments in the plot should not be below two, or 33% of the total apartments on the plot, whichever is greater.
(b) The price of a new player apartment should not change without providing notice to the Department of Education.
(2) In order for a plot to become listed on the new player guide, the plot owner must make a ticket to the Department of Education affirming the requirements set in (1) are true under penalty of Fraud.
6 - Administration
(1) In order to keep the list fair for all participants, every 30 days the list of available apartments is to be shuffled.
(2) The Department of Education shall briefly inspect a random sample of 20% of plots every 30 days to ensure that these plots remain eligible to be on the list.
(3) Should a plot no longer meet the requirements as defined in section 5.1, the plot will be removed from the list. Should the owner of a plot have a plot removed from the list in this way more than twice, they will no longer be eligible to have their plot listed.
(4) Should an plot be removed from the list, the plot owner shall be notified by mail of the decision.
