Make elected officials active

1 - Short Title and Enactment
(1) This Act may be cited as the 'Government Activity Act'.
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Representative shadownba
(4) This Act has been co-sponsored by Representative RoryMC

2 - Reasons
(1) When you are elected Representative or senator your job is to help and represent the people, you can not if you are inactive on the server as you can not govern over people on a server you don’t play.
(2) If you are not active on the server you're less likely to make bills or vote on them. You can't executive orders or veto and pass bills for the President.

3 - Amendments
Part III, Section 24 of the constitution will be changed from:

“In order to run for Representative, the player needs to meet these requirements:
(1) Elections for the House of Representatives shall be conducted through a system of Proportional Representation outlined in the Electoral Act.
(2) In order to run for the House of Representatives, citizens need to meet these requirements:

• Has accrued 24 hours playtime and 12 hours of playtime within the last 30 days prior to declaring their intent to contest the election on the forums.
• Is an Active participant comunity, in-game, on discord and on the forms

In order to run for Senator, the player needs to meet these requirements:

(1) Elections for the Senate shall be conducted through a system of block voting outlined in the Electoral Act.
(2) The Senate shall be divided into two classes, Class A and Class B. Class A Senators are elected in January, May, and September elections. Class B Senators are elected in March, July, and November elections.
a. Where the entire Senate is up for election, the highest polling 50% of Senators shall be assigned to Class A while the remaining Senators shall be assigned to Class B.
(3) In order to run for the Senate, citizens need to meet these requirements:

• Has accrued 72 hours playtime and 12 hours of playtime within the last 30 days prior to declaring their intent to contest the election on the forums.
• Is an Active participant in the comunity, in-game, on discord and on the forms

“In order to run for President, the player needs to meet these requirements:

• Has been 4 months since the players initial join date
• Has accrued 300 hours of active gametime and 12 hours within the last 30 days
• Is an Active participant in the comunity, in-game, on discord and on the forms
• At the beginning of every presidential term each cabinet position must be nominated / re nominated and approved by the senate.
• A president can not serve consecutive terms

• Is an Active participant in the community, in-game, on discord and on the forms
• At the beginning of every presidential term each cabinet position must be nominated / re nominated and approved by the senate.
• A president can not serve consecutive terms.
• A President must maintain at least 12 hours in their term or the Vice President will take over

Nay - they should be impeached if required. Automatic loss of office defies human understanding when there may be a perfectly suitable reason for them to have less than 6 hours playtime. For example, I just went away for work for 3 weeks and fell to 5h 55m. This means I would have lost my seat regardless of whether I was still the most active Congressman on Discord.

Furthur define "6 hours in their term" is that 6 hours of activity within 30 days or 6 hours total online within their term?
